  3. REQUIREMENTS BEFORE SIGNING • FACTS: • PSA is a two-year college transfer signing in November 2011 for enrollment in the 2012-13 academic year. • QUESTION: • Does the PSA have to be registered with the NCAA Eligibility Center to sign an NLI? www.national-letter.org 317/223-0706

REQUIREMENTS BEFORE SIGNING • ANSWER: • Before providing a written offer of athletics aid, a PSA must: • Register with the NCAA Eligibility Center • Be on an Institutional Request List (IRL) • Complete the Amateurism Questions in the Eligibility Center registration (Division I only) • NCAA Bylaw 13.9.1 www.national-letter.org 317/223-0706

  5. SIGNING PERIOD QUESTION: Is it permissible to provide a PSA with an athletic aid agreement prior to the NLI signing date? www.national-letter.org 317/223-0706

SIGNING PERIOD • ANSWER: • It is permissible to provide a PSA with an athletics aid agreement prior to the NLI signing date but not before August 1 of the PSA’s senior year in high school. • The PSA would not be permitted to sign the athletics aid agreement before the initial NLI signing date for that sport. • NCAA Bylaw 13.9.2.2 (Effective 8/1/10) • The NLI is available to member institutions on October 1 each year. www.national-letter.org 317/223-0706

  7. FAILURE TO SUBMIT ACADEMIC RECORDS • FACTS: • Fall semester classes have started. PSA did not enroll at the signing institution and did not submit final transcripts to the NCAA Eligibility Center. • QUESTION: • Is this PSA’s NLI still binding? www.national-letter.org 317/223-0706

FAILURE TO SUBMIT ACADEMIC RECORDS • ANSWER: • If an institution has concern that a PSA purposely failed to provide all necessary academic credentials to the institution or the NCAA Eligibility Center, the NLI office should be notified for further review.  Based on its review, the NLI office may determine the NLI remain binding. • If a PSA is instructed by the institution to not complete the admission or initial eligibility process then the NLI should be declared null and void. www.national-letter.org 317/223-0706

  9. MID-YEAR ENROLLEE • FACTS: • Mid-year 2-4 football PSA signs an NLI in December. His NLI is later declared null and void since he does not meet the NCAA transfer requirements. • QUESTION: • Is the PSA permitted to sign another NLI for football in February during the regular football signing period? www.national-letter.org 317/223-0706

  10. MID-YEAR ENROLLEE ANSWER: Since the NLI is null and void, the PSA would not be permitted to sign another NLI in the same signing year. He would be permitted to sign an athletics aid agreement in February. www.national-letter.org 317/223-0706

  11. MID-YEAR ENROLLEE • FACTS: • Volleyball PSA will graduate from high school in December 2011 and plans to enroll at a four-year institution in January 2012. The institution wants the PSA to sign an NLI in November 2011 prior to graduating in December. • QUESTION: • Should the institution provide an NLI to the PSA in November 2011? www.national-letter.org 317/223-0706

  12. MID-YEAR ENROLLEE • ANSWER: • If a PSA signs an NLI in November 2011, that athletics aid agreement is for the 2012-13 academic year. DELAYED ENROLLMENT • FACTS: • PSA signs in April 2011 but decides to attend a prep school during the 2011-12 academic year. • QUESTION: • Since the PSA does not enroll at the signing institution, does the NLI remain binding for this PSA? • What happens to the NLI recruiting ban? www.national-letter.org 317/223-0706

DELAYED ENROLLMENT ANSWER: Although the PSA did not enroll at the signing institution, the NLI remains binding; therefore, the PSA would be subject to the NLI penalty when he/she chooses to attend an NLI member institution. In this case, the recruiting ban is in effect while the PSA is at prep school during the 2011-12 academic year. The recruiting ban is lifted after the signing institution’s academic year has elapsed. The PSA could then have recruiting contact but still be subject to the NLI penalty. www.national-letter.org 317/223-0706

  15. DELAYED ENROLLMENT • FACTS: • Football PSA signs in February 2011 but does not enroll for the upcoming 2011 fall semester. The PSA does enroll in the spring 2012 semester. • QUESTION: • What determines if the NLI is still binding for this PSA? www.national-letter.org 317/223-0706

  16. DELAYED ENROLLMENT • ANSWER: • This determination depends on who is initiating the delayed enrollment. If the institution’s admissions office or the coach determines the PSA should delay enrollment, then the NLI would be declared null and void.   17. DELAYED ENROLLMENT • FACTS: • PSA signs in November 2010 for men’s ice hockey. He plans to play junior hockey during the 2011-12 academic year and then enroll at the signing institution for the 2012-13 academic year. • QUESTION: • Should the institution have signed this PSA during the 2010-11signing year? www.national-letter.org 317/223-0706

  18. DELAYED ENROLLMENT • ANSWER: • The intent when signing during the 2010-11 signing year is for the PSA to enroll the upcoming academic year. With knowledge that a PSA is not going to enroll until after one year has elapsed, the institution is not permitted to sign the PSA since the aid agreement is for the upcoming academic year. www.national-letter.org 317/223-0706

  19. TRANSFERS • FACTS: • PSA is a 2-4 transfer signing with your institution. She will not graduate from the two-year college but was a Qualifier. • QUESTION: • Does the PSA have to graduate from the two-year college for the NLI to remain binding? www.national-letter.org 317/223-0706

TRANSFERS • ANSWER: • The PSA would need to graduate from a two-year college under two circumstances: • If the PSA has to graduate to fulfill NCAA 2-4 transfer requirements. • If the PSA has a previously signed NLI that is still binding. In this case, the previous NLI is declared null and void if the PSA graduates from the two-year college. www.national-letter.org 317/223-0706

  21. TRANSFERS • FACTS: • PSA signed with Hall of Fame University for the 2010-11 academic year. • He only attended for the fall 10 term. Hall of Fame did not grant a complete release. • He transferred to Victory College for the spring 11 term. • He enrolled at ESPNU for the 2011-12 academic year. • QUESTION: • Does this 4-4-4 transfer have to serve the NLI penalty to compete at ESPNU? www.national-letter.org 317/223-0706

  22. TRANSFERS ANSWER: The PSA left Hall of Fame without fulfilling the NLI penalty. He did not fulfill the penalty at Victory. He has to serve the one academic year in residence and he will lose a season of competition at ESPNU. www.national-letter.org 317/223-0706

TRANSFERS FACTS: PSA signed NLI July 2007 2007-2008 Attended signing institution, withdrew in November 2007 Did not attend college in Spring 2008 2008-2009 Attended NAIA institution Fall 2008 and Spring 2009 2009-2010 Attended a two-year college Fall 2009 and Spring 2010 2010-2011 Did not attend college in Fall 2010 and Spring 2011 2011-2012 Plans to enroll at your institution QUESTIONS: Has the student-athlete fulfilled the NLI signed in July 2007?   24. TRANSFERS ANSWER: This 4-4-2-4 did not attend the signing institution for a full academic year. PSA then did not serve the NLI penalty at an NLI member institution. PSA did not graduate from the two-year college. The NLI statute of limitations applies for four years; therefore this PSA’s NLI would be declared null and void in July 2011. www.national-letter.org 317/223-0706

  25. NLI PENALTY • FACTS: • PSA signs an NLI in November for baseball. The football coaches at the same institution want him to play football. • QUESTION: • Could the PSA participate in both baseball and football at the institution with a signed NLI in November for baseball? www.national-letter.org 317/223-0706

NLI PENALTY • ANSWER: • PSAs who will participate in football are prohibited from signing an NLI during the early signing period in another sport. • Should this occur the PSA will be ineligible for practice and competition in football during the first year of enrollment and will forfeit one season of competition in football. • In circumstances where a PSA’s primary sport is not football, but he anticipates participating in football, he should delay signing an NLI until either the football signing period or during the regular signing period for all other sports. www.national-letter.org 317/223-0706

  27. NLI PENALTY • FACTS: • PSA signed an NLI for soccer in March 2011. • She attended the institution for the fall 2011semester and competed in soccer. • She is transferring in the spring semester to another NLI member institution but wants to participate in cross country. • QUESTION: • Is this student-athlete permitted to compete at the second institution in another sport? www.national-letter.org 317/223-0706

NLI PENALTY • ANSWER: • The PSA did not attend the institution for one full academic year so she is subject to the NLI penalty when she transfers to another NLI member institution in the spring. • She will need to serve one academic year of residence and lose a season of competition in ALL sports. www.national-letter.org 317/223-0706

NEW NCAA LEGISLATION – NLI IMPACT • 2010-31 – Contacts, Telephone Calls and Recruiting Materials – Exceptions – Communication After Commitment.  • Restrictions on the forms and frequency of communication between institutional administrators or coaching staff members and a PSA (or PSA’s relatives or legal guardians) shall no longer apply beginning the calendar day after: • (1) the PSA signs a National Letter of Intent (NLI) or the institution's written offer of admission and/or financial aid; or • (2) the institution receives a financial deposit in response to the institution's offer of admission. www.national-letter.org 317/223-0706

NEW NCAA LEGISLATION – NLI IMPACT • 2010-72 - Release of Obligation to Provide Athletically Related Financial Aid.  • Before becoming a counter for an academic year, if a PSA or S-A is awarded institutional financial aid unrelated to athletics that is of equal or greater value than his or her signed award of athletically related financial aid, the PSA or S-A may, on his or her initiative, release the institution of its obligation to provide the athletically related financial aid. • QUESTIONS: • If the PSA signed an NLI, how will this impact the agreement? • Is this an avenue for a PSA to get out of the NLI? www.national-letter.org 317/223-0706

  31. The NLI should be declared INVALID if on the athletics aid agreement there is: • No financial aid authority’s signature prior to submitting the agreement to the PSA. The director of athletics signature does not satisfy this requirement (NCAA Bylaw 15.3.2.3). • No athletics aid awarded. • No amount of aid, conditions and terms of the award. • 12/1/2010 NCAA Educational Column www.national-letter.org 317/223-0706

  32. NLI STATUS • PSA WILL ONLY HAVE ONE VALID NLI • If NLI is rendered invalid (e.g., NLI not filed within 21 days), may sign a second NLI in the same signing year.  • If NLI is rendered null and void (e.g., denied admissions, nonqualifer), permitted to sign another NLI the following signing year. • If granted a complete release, may not sign another NLI during that same signing year. www.national-letter.org 317/223-0706

  33. NLI RELEASE • Signee submits the release request form to the signing institution and the NLI Office. • The NLI Office notes the date of submission in order to track the 30 day deadline. • Once the institution sends the signed release request back to the signee, a copy must also be sent to the NLI Office. • If a complete release is issued by the institution, the signed release form is the confirmation needed for another institution that may have interest in the student-athlete. www.national-letter.org 317/223-0706

  34. NLI RELEASE • Confirmation from the NLI office is not needed. Once a release is filed with the NLI Office, the release status will appear on the NCAA Eligibility Center membership portal. www.national-letter.org 317/223-0706
