PURPOSE • To provide an outline on the arrangements of the Macao SAR to improve cargo security regulations and procedures to protect Civil Aviation against acts of unlawful interference; • To seek assistance of CASP-AP ; • To draw attention to the need of international and regional cooperation for strengthening aviation security globally.

  4. ICAO Policy • The most important step to achieve the global cooperation among states is the legislative function performed by ICAO - Standards and Recommended Practices (SARPs); • Annex 17 – SARPs of critical importance taking into account the safety, regularity and efficiency of flights, taken by ICAO to prevent and suppress all acts of unlawful interference against civil aviation.

  5. ICAO Policy • SARPs are successively improved, revised or updated to an effective and efficient response to the new challenges or new threats. • Amendment 13 to Annex 17 - 15 July 2013 and the Amendment 14 - October 2014 – need for urgent action to mitigate risks to the security of civil aviation.

Accidents/Incidents • UPS B-767 freighter bomb plot - 29 Oct 2010 - East Midland airport, Derby, UK • FedEx freighter bomb plot - 29 Oct 2010 - Dubai • Lufthansa Cargo Flight 8460 - 27 Jul 2010 – Saud Arabia • UPS Airlines Flight 6 - 03 Sep 2010 - Dubai • Asiana Airlines Flight 991 - 28 Jul 2011 – Seoul to Shanghai.

  7. Macao SAR Regulations • Amendment 13 Update of CASP (Amendment 4) • security procedures to cargo loaded in passenger flights were extended to freighters • transhipment consignments of Cargo and Mail were no more exempted from security controls

Macao SAR Regulations • Amendment 14 Update of CASP (Amendment 5) • (draft) • Standard 4.6.8bis: “Each Contracting State shall ensure that, where screening of cargo and mail is conducted, screened is carried out using an appropriate method or methods, taking in account the nature of consignement.”

  9. Conclusion • a big effort is taken by ICAO to implement appropriate security measures for cargo and mail consistent with the new threats and challenges and also consistent with the strict security measures applied to passengers and their cabin baggage, hold baggage, airport staff and crewmembers. • Cargo has no more a poor or a low level security process when compared to the passengers or other items boarding or loaded in an aircraft.

  10. Conclusion • the revision and update of the regulations is very important. • but it is also important the entities involved have a new mentality, an open mind to the new threats and challenges. • the solid training – under CASP/AP assistance - can lead to the desired outcome and achievements in order to support our goal for a new culture in cargo security and for strengthening aviation security globally.
