PARTNERSHIP FOR CHANGE OF TAX SYSTEM • SOCIAL-ECONOMIC COUNCIL • OF THE REPUBLIC OF SERBIA • Members: Government of Republic of Serbia, representative employers organizationand representative trade unions • Each having 6 representatives • Main goal of SEC is to generate social dialogue on economic and social issues that are of the essence for the development of the Serbian society BOSMIP IV

PARTNERSHIP FOR CHANGE OF TAX SYSTEM • COLLECTIVE BARGAINING • 2011 - 2 collective agreements signed: • Agriculture and Food Industry • Construction Industry • Still in the process of bargaining – 3 collective agreements: • Metal Industry • Chemical and Non-Metal Industry • Tourism and Hospitality Sector BOSMIP IV

PARTNERSHIP FOR CHANGE OF TAX SYSTEM • PROJECTS • 2010-2011 – Building Partnership for Reduction of Informal Economy in Republic of Serbia • Leading Project Partner - Progetto Sviluppo CGIL • Project Partners – SEA, TUC “Nezavisnost” andCATUS • Project was realized in 3 cities – Subotica, Loznica i Kruševac • Project Goal – education and reassign awareness on informal economy and promoting means for its reduction • End result – municipalities and social partners signed Memorandum of Joint Action for fight against informal economy at the local level BOSMIP IV

PARTNERSTVO ZA PROMENU PORESKOG SISTEMA • JOINT POSITION ON TAX SYSTEM • SAE and TUC “Nezavisnost” joint positions: • Wage tax and social contributions • High total labour cost on low and average wages – approx. 64% of net wage • Low tax-free treshold – 7.310,00 RSD • Linear taxation • VAT • Payment period • Parafiscal charges BOSMIP IV
