  2. Summary of Proposed Rulemaking TWIC Reader NPRM: • Classifies facilities and vessels into risk-based categories to define affected population (A, B & C) • Incorporates flexibility for affected population: • Waiver process • Placement of readers • Two-year implementation Period

TWIC Reader NPRM Requirements TWIC Reader Required for Risk Group A: • Vessels that carry Certain Dangerous Cargoes (CDC) in bulk • Vessels certificated to carry more than 1,000 passengers ***Exempts vessels with 14 or fewer TWIC-holding crewmembers • Facilities that handle CDC in bulk • Facilities that receive vessels certificated to carry more than 1,000 passengers • Includes: Approximately 532 facilities and 38 vessels Risk Group A includes: LNG, LPG, Chemicals, Cruise ship Terminals, large ferry terminals

  4. What NPRM Requires for Risk Group A • Use readers in biometric mode to validate TWIC • Amend Facility and Vessel Security Plans to incorporate use of readers • Maintain a system of recordkeeping

TWIC Reader NPRM Requirements • Continued Visual Inspection for Risk Groups B & C: • Vessels that: • Carry hazardous materials (non-CDC) • Carry MARPOL Annex 1 oils (oil tankers) • Certificated to carry no more than 1,000 passengers • Carry non-hazardous cargo • Mobile Offshore Drilling Units (MODU) • Offshore Supply Vessels (OSV) • Facilities that handle these vessels Risk Group B: Petroleum, Crude, Containers (packaged HAZMAT), some ferries, gambling vessels Risk Group C: General Bulk (scrap, steel, salt, coal, etc), Containers (non-HAZMAT), Towing Vessels, Offshore Supply Vessels, small ferries, etc.
