Establishing National Pollution Prevention Metrics for Environmental Protection

This project aims to establish core pollution prevention (P2) metrics to effectively measure reductions in pollution, energy consumption, and water usage. Using 2003 as a baseline year and drawing upon the NPPR report from 1990-2000, we seek to dialogue with state programs and EPA regions to identify specific measures. Key objectives include reducing hazardous waste and emissions, conserving energy (BTUs), saving water (gallons), and tracking financial savings resulting from P2 practices. Data collection will begin in FY 04 to create a biennial report detailing progress and impact.

  3. Procedure Description • Use 2003 as Baseline Year • Use NPPR report summarizing 1990-2000 P2 results as a model • Dialogue with State programs and EPA Regions

  5. Proposed Measures • #2 Conserve ___ BTUs of Energy: use conversion factors if energy is fuel, kWh, etc. • #3 Conserve ___ Gallons of Water • #4 Save ___ Dollars: to track the money saved as a result of P2 practices being implemented

  9. Summary • 1990 - 2000 spent $60 million to prevent 600 million pounds of pollution • P2 Grants are only 1% of EPA grant funds to States ($6 million out of a total of $600 million) • Nothing to fear but no answers
