  3. Workshop Topics • Purpose & use of Annual Operating Report • Update on year-2008 (due 5/1/09) reporting requirements • Discussion of emissions computation methodologies • Training on new version of Electronic Annual Operating Report (EAOR)

Purpose of Annual Operating Report (AOR) • Provide data required by EPA and state for air quality assessment and planning purposes • Provide data for use by air permit applicants • Provide limited compliance data • Provide data for other needs of state & local government, permit applicants, and the public

  5. Use of AOR Data for Air Quality Assessment • National Emissions Inventory (NEI) • National Air Quality & Emissions Trends Report • National Air Toxics Assessment (NATA) • State implementation plan (SIP) development • Much work ahead on new ozone standard • Regional visibility (regional haze) planning • Cooperatively with Southeast states, VA and WV • Pollutant (mercury, nitrogen) deposition studies • Issues of heightened public concern

Use of AOR Data for Air Permitting • Air quality modeling for permit review • National Ambient Air Quality Standards analysis • Prevention of significant deterioration (PSD) increment analysis • AQ-related values analysis for Class I areas • Verification of “baseline actual-to-projected actual” applicability test for PSD review

  7. Use of AOR Data for Compliance • Verification of compliance with permit limits on operating hours, process rates or fuel usage, if established on annual basis • Indication of possible noncompliance with any permit limits on annual emissions, subject to further review

  8. Other Uses of AOR Data • Performance-based budgeting • Strategic planning • Public information • Possible future uses: • Local-scale air toxics risk assessment • Greenhouse gas emissions tracking • Total maximum daily load (TMDL) analysis
