  4. Background There are five phases to the TMDL program: • Phase 1 - Initial monitoring • Phase 2 – Verified listing • Phase 3 - TMDL development • Phase 4 - Basin Management Action Plan (BMAP) – Current Lake Jesup Status • Phase 5 - Implementation

  6. Lake Jesup BMAP Process • Lake Jesup TMDL adopted in 2006 • Watershed has 86,382 acres • Stakeholders: Orange and Seminole Counties 11 municipalities 3 transportation agencies Agriculture

  8. Lake Jesup BMAP Process BMAP Details: • Identifies impairment being elevated levels of phosphorus and nitrogen • 15 year allocation is 18,748 pounds for all stakeholders Orange County allocation is 1,707 pounds

  9. Lake Jesup BMAP Process Known Future Allocations: First 5 years (2010-2014) 569 lb Second 5 years (2015-2019) 569 lb Third 5 years (2020-2024) 569 lb Total 1,707 lb

  10. Lake Jesup BMAP Process As a stakeholder, Orange County has: • Documented load reductions for TMDL credit • BMPs, public education, and ordinances • Completed technical review of data and model • Monitored water quality and flow to refine model

Lake Jesup BMAP Process Estimated cost for remaining allocation: • $300 to $50,000 per pound depending on project • $50K to 9.45 million (capitol cost) • Average typical project cost $10,000 per pound • $1.9 million (capital cost) • Estimated annual O&M costs associated with TMDL projects • $50,000 to $100,000 per year (O&M costs)

  14. Next Steps • Approve Resolution supporting adoption of the BMAP • DEP will adopt the BMAP through their administrative process • Annual progress update to Basin Working Group • BMAP status will be reevaluated in five years by Orange County, DEP, and other stakeholders

  15. Next Steps Technical issues to be incorporated into next BMAP cycle: • Lake Attenuation • Annexation • Sewer Service Area • Calculation of Septic Load • Water Quality Flow Data Collection for Discharge • Non-Contributing Areas
