KCSiE 2019 • Draft document on DfE website, since 26th June. • Comes into force September 2019. • Follow current guidance for the remainder of this term. • Minimal changes, mostly tinkering with wording/word order: little of great consequence. • The new content of any significance relates to • Upskirting • Serious violence • Additional guidance for the teaching of online safety

  4. The Summary • Page 4:references to multiagency transition arrangements removed, as safeguarding partner arrangements must be in place by September 2019. • East Sussex LSCB will be known as Children's Safeguarding Partnership • Business as usual for schools

  5. Part 1 • A number of paragraphs have been moved around, to improve the flow. Content has not changed but the information that was included at the end of Part 1, covering neglect has now been moved to the ‘what school and college staff should look out for’ section. • Paragraph 27: Upskirting, which typically involves taking a picture under a persons clothing without them knowing, with the intention of viewing their genitals or buttocks to obtain sexual gratification, or cause the victim humiliation, distress or alarm.

  6. Part 1 • Paragraphs 29: All staff should be aware of indicators, which may signal that children are at risk from, or are involved with serious violent crime. These may include increased absence from school, a change in friendship or relationships with older individuals or groups, a significant decline in performance, signs of self-harm or a significant change in wellbeing, or signs of assault or unexplained injuries. Unexplained gifts or new possessions could also indicate that children have been approached by, or are involved with, individuals associated with criminal networks or gangs. • Paragraph 30: All staff should be aware the associated risks and understand the measures in place to manage these. Advice for schools and colleges is provided in the Home Office's Preventing youth violence and gang involvement and its Criminal exploitation of children and vulnerable adults: county lines guidance. • Paragraph 53: Updated the link to the NSPCC helpline. Was whistleblowing, now, what you can do to report abuse dedicated helpline.

  7. Part 2 • Paragraphs 68-75: Multiagency working updated to reflect new safeguarding partner arrangements. • Paragarph 89: Updated to reflect the new requirements for Relationships Education, Relationships and Sex Education and Health Education. • Paragraph 91: Updated to reflect new Ofsted framework. • Paragraph 91: Removed reference to the School Inspection Service, as they no longer inspect independent schools.

  8. Part 3 • Paragraph 122: Removed reference to section 167A of the Education Act. • Paragarph 157: Wording changed for overseas trained teachers and directs to GOV.UK for further information. Removed direct link to guidance as it is currently being revised and GOV.UK will be updated in due course. • Paragraph 173: Provided clarity over section 128 checks for governors. • Paragraph 174: New paragraph about associate members appointed by the governing body to serve on governing body committees.

Annex A • Children with family members in prison • Added clarity that the number of children covers England and Wales. • So called ‘honour based violence’ • Added FGM and Forced marriage into the section header to be clear what it includes. • Upskirting • New paragraph added to reflect the fact that this is now a criminal offence.

  10. Annex C • Added link to new DfE guidance: Teaching online safety in school. • This guidance outlines how schools can ensure their pupils understand how to stay safe and behave online as part of existing curriculum requirements.
