XAO Hot Issues PAR Simulator Procurement • Currently acquiring two PAR simulators • UFA Stand Alone PAR simulator • ADACEL PAR Simulator attached to the Tower Simulation System • Actions Taken: • Evaluation of UFA Simulator accomplished at Seymour Johnson AFB • AFFSA team evaluated ADACEL simulator • Current Status: • MAJCOMs identifying PAR requirements per location for both UFA and ADACEL • Both simulators are comparable but money exists for purchase of the ADACEL simulator now • Future Actions: • Once PAR simulators purchased, determine if SEI can be awarded through use of the simulator

XAO Hot Issues Common Delivery of Installations Support • Recent BRAC proposal included recommendations for “joint basing” opportunities to include 12 joint basing arrangements • Created Common Delivery of Installation Support (CDIS) Work Group to: • Develop policy and create “a strategic framework for delivery of installation support services • Established Service Standard Teams (SST) to draft cross-service standards • Airfield Ops SST meets 28 Nov-2 Dec NOTE: The main issue for us is that the CSAF said Airmen would open and operate airfields. Gen Fox, AF/ILE and OPR for this recommended the Air Force provide airfield operations for Army and Navy bases included in the 12 basing arrangements

XAO Hot Issues IFR Services Inherently Governmental • Pres Clinton signed Executive Order 13180, Dec 7 2000, designating air traffic services as an inherently governmental function • Pres Bush signed Executive Order 13264, Jun 4 2002, deleting the phrase “an inherently governmental function” from Exec Order 13180 • DOT/FAA contract some towers but intend to maintain IFR and busier tower facilities as if they are inherently governmental • ANG/SCF asked AFFSA if ANG could contract IFR services or do we follow DOT/FAA lead • AFFSA/XA drafted a letter requesting AF/JAG perform a legal review -- No response to date • AFFSA/XA’s position: based on Exec order 13264, AF/ANG should be able to contract IFR services

XAO Hot Issues MDS Playbook • MDS Playbook • Phase One: Compile established “generic” tactics per MDS in a manner easily interpreted by ATCrs; received some info from AMWC • AMWC POC is still working specific MDS information -- AMWC POC TDY this past month and has not provided info yet • ACC does not compile “generic” procedures at a central location • Awaiting further guidance from CC based on conversation with XAD
