  1. ^ EU activities in the field of Aviation Noise Ronny Rohart

  2. Article 6 of the Treaty: integration of environmental protection in all Community Policies

  3. Commission White Paper 2001 • air transport largest increase of all transport modes over last 2 decades • environmental impact bound to increase? • importance of air transport for the economies of the EU • long term trend

  4. Commission Communication on Air Transport and the Environment 1999 • better integration of environmental requirements • improved internationally agreed standards • accelerated introduction of environmentally friendly technologies • reward the best and punish the worst

  5. International context • Compatibility with ICAO rules required • Puts constraints on EU legislation • New possibilities following the adoption of Resolution A33-7 : • airport-by-airport rules approach • balanced approach

  6. EU Directive on the introduction of noise-related operating restrictions (2002/30/EC) • Implements the new balanced approach • Harmonizes the decision process • Imposes an obligatory noise assessment process before implementing operating restrictions • Does not impose limit noise emission values

  7. EU Directive on the introduction of noise-related operating restrictions (2002/30/EC) • Strict definition of “operating restrictions” • Definition of marginally noise compliant airplanes : • airplanes with a cumulative margin of no more than 5 decibels in relation to Chapter 3 definition • Applicable to airports with more than 50 000 movements per year • Special category : City Airports

  8. Monitoring Noise (1) • Directive relating to the assessment and management of environmental noise (2002/49/EC) • Deals with all modes of transport • Seeks to harmonize noise indicators and assessment methods for environmental noise • Seeks to collect information on noise exposure in the form of noise maps • Aims to make information available to the public • Applicable to airports which have more than 50 000 movements per year

  9. Monitoring Noise (2) • By 30 June 2007 Member States have to prepare noise maps • By July 2008 Member States must have drawn up action plans to manage noise issues and effects

  10. Further thoughts • Land-use planning • - no EU competence • - formulation of common guidelines on land use control measures • Differentiation of airport charges : • - European Commission launched in 1990 and in 1997 proposals establishing common principles for setting airport charges but were withdrawn because of lack of interest from Member States • - Possibility of new formal proposal on airport charges in the context of a horizontal approach to infrastructure charging for all modes of transport
