  36. 2012年3月29日，美国总统奥巴马宣布启动“大数据研究与开发计划”（Big Data Research and Development Initiative），旨在提高从海量数字数据中提取知识和观点的能力，从而加快科学与工程发现的步伐，加强美国的安全，实现教育与学习的转变。 该倡议涉及联邦政府的6个部门（美国国家科学基金（NSF）、美国国家卫生研究院（NIH）、美国能源部（DOE）、美国国防部（DOD）、美国国防部高级研究计划局（DARPA）、美国地质勘探局（USGS）六个部门）。这些部门承诺将投资总共超过两亿美元，来大力推动和改善与大数据相关的收集、组织和分析工具及技术。此外，这份倡议中还透露了多项正在进行中的联邦政府各部门的大数据计划。

  38. 2.2.2国内大数据成为信息科技新关注点 2012年5月22日～5月24日 李国杰院士：大数据成为信息科技新关注点 2012年5月22日～5月24日，以“网络数据科学与工程—一门新兴的交叉学科?”为主题的第424次香山科学会议学术讨论会在北京成功召开。会议聘请中科院计算技术所李国杰研究员、香港中文大学华云生教授、中科院研究生院成思危教授、清华大学姚期智教授和中科院计算技术所程学旗研究员担任会议执行主席。来自国内外20多个单位的40余名专家学者应邀出席了会议。会议围绕（1）社会、经济与文化传播等领域中网络大数据应用的挑战性问题；（2）网络数据科学的共性理论基础（如模型、范式与计算方法）和（3）网络数据工程的良性生态环境构建等中心议题进行了深入讨论。李国杰研究员和华云生教授分别作了题为“网络大数据应用提出的挑战性问题”和“大数据科学与工程的学科基础探讨：计算思维的角度”的主题评述报告。

  45. The Keck Institute for Space Studies (KISS) was established at Caltech in January 2008 with a $24 million grant over 8 years from the W. M. Keck Foundation. The Institute is a "think and do tank," whose primary purpose is to bring together a broad spectrum of scientists and engineers for sustained technical interaction aimed at developing new space mission concepts and technology. The best expertise from Caltech, JPL, and the wider scientific and technical community, is convened at the Institute to conduct in-depth technical studies in focused areas of science and technology. These studies must concentrate on ideas that have the capability for revolutionary advances in space mission capability. Once a key innovation/challenge for a new mission or instrument concept is identified, the Institute then funds the initial steps towards making progress on that key innovation/challenge.
