Provide a forum for industry and education partners to provide input in the development of the learning objectives for the new Oil and Gas standards course. • II. Partner education with industry in assessing hazards found in Oil and Gas E &P across all business units. • III. Define worker safety concerns of the industry to assist in meeting the mutual goals of maintaining a safe worksite. • IV. Be a resource for industry personnel by providing guidance in safety and health standards. • V. Prepare qualified, skilled, knowledgeable instructors to prepare competent workers that exhibit safe work behaviors through knowledge of work place hazards. .

  2. Rocky Mountain Oil and Gas Webinar September 28, 2011 Goals and Objectives • Develop and distribute an updated OSHA Standards compilation affecting the oil & gas industry. • ii. Draft trainer qualifications for OSHA consideration to prepare effective instructors for the proposed Oil & Gas Outreach Program. • iii. Identify, communicate, document, and review workplace hazards associated in tasks performed in each facet of the Oil & Gas industry. • iv. Convene a Denver, CO Oil and Gas Safety Summit to launch the new Oil and Gas training program in 2012…date realistic? • v. Convene a Region VIII or Rocky Mountain Region OSHA Oil and Gas Conference in alternate years beginning with 2013 to complement the Texas Region 6 Oil & Gas Conference. • vi. Organize a Region VIII or Denver Chapter STEPS .

Rocky Mountain Oil and Gas Webinar Agenda September 28, 2011 1:00 – 1:30 Draft outline of the training plan detailing the three levels of competent worker training that will be developed Definition of OSHA Outreach Program The OSHA Outreach Training Program provides training for workers and employers on the recognition, avoidance, abatement, and prevention of safety and health hazards in workplaces. The program also provides information workers' rights, employer responsibilities, and how to file a complaint. This is a voluntary program and does not meet training requirements for any OSHA standards. Through this program, workers can attend *10-hour or *30-hour classes delivered by OSHA-authorized trainers. The 10-hour class is intended for entry level workers, while the 30-hour class is more appropriate for supervisors or workers with some safety responsibility. Through this training, OSHA helps to ensure that workers are more knowledgeable about workplace hazards and their rights, and contribute to our nation's productivity. *Current courses duration. Courses will be based on competencies first aligned with tasks and associated hazards. Meeting hours are subordinate to time required to adequately prepare proficient workers Re Affirm consensus in the development of an Outreach Program specific to the oil and gas industry.

Field Operator II. Field Supervisor and/or consulting on-sight supervisor III. Management/Leadership with responsibilities for worksite safety compliance and reporting Each level of training should offer coursework to prepare competent workers based on the hazards that exists in the primary Oil and Gas E & P Job Families: Drilling Production Servicing 1:30 – 1:45 Transportation modules will need to be developed for each level of training addressing the transportation hazards by job family.
