OFFICE OF MILITARY SUPPORT • Created through the 1999 California Defense Retention and Conversion Act • Received approximately $1million from OEA to pursue a statewide collaborative planning program: • 5 Regional Compatibility Plans (RCP;JLUS): Beale AFB, Edwards AFB, Camp Pendleton, China Lake NAWS, Ft Irwin NTC • An airspace study of the R-2508 complex in So Cal • Planning Advisory Handbook (SB 1468)

Regional Compatibility Plans (RCP) • Essential features: • Regionally based studies, integrated with local plans, programs, and policies • Parallel, coordinated efforts utilizing a consultant “team” approach, rather than 5 distinct studies • Regular team meetings • Idea sharing • “Imbedding” OMS staff into the consulting team • Responsible for portions of the work product • Fixed funding over the life of the grant • Institutional memory- capacity building

Airspace Study: R-2508 Complex • Airspace consultant will work hand-in-hand with RCP consultants • Regional perspective; systems approach • Some issues of critical concern: • Airspace coordination • Commercial traffic, military traffic • Procedures • Compatible land uses • Residential, commercial, public, towers • Changing airspace requirements; capacity

Advisory Planning Handbook • Statutorily defined (SB 1468, 2000) • If federal funds available (Navy, OEA) • Statewide audience • Local officials, builders & planners (military staff) • Goal • Explore how to reduce land use conflicts between the effects of civilian development & military readiness activities local general plans • Examples, best practices, case studies, existing policies • GIS based maps of installations; points of contact • Advisory in nature
