The ANA First Responders program, established across 6 regional locations, has seen 5,126 personnel trained since 2003. However, issues persist, such as a lack of regional instructors, quality control, and a tracking process for medics. The program was handed over to Afghan control in October 2010. Proposed solutions include creating a system for evaluating instructors, ensuring the use of AHRIMS for resource management, and focusing on training mass first responders. The shift aims to improve Afghan capability in emergency medical response while ensuring standards are maintained.

ANA Course of Actions • Stop CF support for current courses • The Afghans will continue to run the course • Our CF assets will be focused on training the masses in first responder skills • Teach all soldiers CLS • Contractors used to plush up CF • Trains a larger number with a smaller skill set to save the most lives • Stop incentive pay • Forces Afghans to find medics • Only re instated with verification and validation through AHRIMS, forces them to use their tracking system.
