  2. Lenin’s Return • Lenin had been in exile. Germany saw opportunity to send their enemies into political chaos. Germany returned Lenin to Russia.

  3. The November Revolution • Lenin, aided by Leon Trotsky, began promising “Peace, Land, and Bread.” for the poor citizens of Russia. • In November 1917, A Bolshevik force of armed factory workers joined with Russian mutineers and overthrew the Russian government. • After that, the Bolsheviks took over the rest of Russia.

  4. Under Siege • Civil war continued for three more years, and many lands were claimed as well. • Foreign powers as well were a factor. Japan claimed east Asia, and Britain, France, and the U.S. helped the Whites, who wanted to fight with Germany.

  5. A Costly Triumph • Counterrevolutionaries then started attacking the revolutionary citizens. • Revolutionaries then launched a campaign of terror to stop them, and organized the Cheka. • The economy then came under government control. Then citizens were drafted into service in the armed forces and industrial works. • Lenin then was in control, but at the cost of millions of innocent lives.

  6. From Lenin to Stalin • Lenin had been busy putting down civil war, and never was able to make a classless social structure. • In 1922, the Supreme Soviet was set up, and citizens over the age of 18 could vote, but the government was still ultimately in charge. They still had secret police, and ruled by force.

  7. The NEP • Political policies had almost killed the Russian economy. • In 1912, The NEP (New Economic Policy) was adapted. People were allowed to make money, keep more grain they get from farming, and run small businesses. This ended armed opposition of the government. • This, however, would change under Stalin.
