  2. EECBG Announcement Information • Title: Recovery Act – Energy Efficiency and Conservation Block Grants – Formula Grants • Announcement Number: DE-FOA-0000013 • Announcement Issued: March 26,2009 • Grant Applications Due: June 25, 2009 8:00 pm Eastern Time

Purpose • To assist state, local, and tribal governments in implementing strategies to: • Reduce fossil fuel emissions • Reduce total energy use • Improve energy efficiency in the transportation, building, and other appropriate sectors, and • Accelerate deployment of market-ready distributed renewable energy technologies. • To spur substantial, sustainable, and measurable energy savings, job creation/retention, and economic stimulus effects.

Appropriation • TOTAL: $3.2 billion • $2.8 billion as authorized in the Energy Independence and Security Act of 2007 • 28% to states (60% to local non-formula governments) • 68% to local governments (formula cities/counties) • 2% to Indian tribes • 2% in competitive grants • $400+ million in competitive grants among state, local (formula and non-formula), and tribal entities (competitive funding notice not yet announced by DOE) Today’s Focus

Funding Breakdown • $3.2 billion total for fiscal year 2009 • DOE retains $59 million for technical assistance and training for grantees • $1.8 billion to local governments designed as formula-eligible cities and counties • $767 million for formula grants to states • 60% to non-formula local government entities • $55 million for formula grants to eligible Indian tribes • Additional $400+ million for competitive grants

Eligible Activities for use of Funds • Development of an Energy Efficiency and Conservation Strategy and Technical Consultant Services to assist in the development of such a strategy • Residential and Commercial Building Energy Audits • Financial Incentive Programs for energy efficiency improvements • Grants to nonprofit organizations and governmental agencies for the purpose of performing Energy Efficiency Retrofits • Energy Efficiency and Conservation Programs for Buildings and Facilities • Development and Implementation of Transportation Programs to conserve energy • Building Codes and Inspections to promote building energy efficiency • Energy Distribution Technologies including distributed generation, combined heat and power, and district heating and cooling systems • Material Conservation Programs including source reduction, recycling, and recycled content procurement programs that lead to increases in energy efficiency • Reduction and Capture of Methane and Greenhouse Gases excluding carbon capture or sequestration from power plants • Energy efficient Traffic Signals and Street Lighting • On-Site Renewable Energy Technologies for Government Buildings • Any Other Appropriate Activity that meets the purpose of the program and is approved by DOE

  7. Period of Performance • Grants awards will have a 36 month period of performance • Funds must be obligated/committed within 18 months • All funds must be expended/spent within the 36 month grant period of performance • Leveraging of funds is strongly encouraged; no cost share required

Limitations on Use of Grant Funds • Up to 10% or $75,000, whichever is greater, may be used for administrative expenses • Up to 20% or $250,000, whichever is greater, may be used for subgrants to assist in the implementation of the Energy Efficiency & Conservation Strategy (EECS) • Up to 20% or $250,000, whichever is greater, may be used for establishment of revolving loan funds

Distribution of Funds • <$250k - 100% of funds obligated at time of award (EECS required within 120 days of award) • $250k - <$2 million – up to $250k* obligated at time of award for development of strategy and approved activities • Remaining funds obligated with approved EECS • EECS submitted with grant application, full funding amount obligated with grant approval • >$2 million - up to $250k* without EECS and approved activities • 50% with approved EECS • Balance of funds disbursed after demonstrated progress * Submitting grant application without EECS could cause significant delay in receipt of total grant funding amount

One-Time Actions Required • Obtain a DUNS number • http://www.dnb.com/US/duns_update/ • Register with the Central Contractor Registration (CCR) • http://www.ccr.gov/ • Register with FedConnect to submit grant application • www.fedconnect.net • DOE estimates at least 10 days to obtain registration in FedConnect • Must be registered to submit questions and read Q&As submitted by other interested parties

Working within Two Different On-line Grant Systems • Grants.gov • Use only to download application package and preparation instructions • Fedconnect.net • Register to obtain copy of Funding Opportunity Announcement and any amendments • On FOA page, under “Response Team” click on “Join” and add your name • Submit questions and read Q&As submitted by other interested parties • Submit completed grant application package

Obtain Grant Application Package • Download Application Package at http://www.grants.gov • Select “Apply for Grants” • Verify Your Version of Adobe is Compatible http://www.grants.gov/applicants/AdobeVersioningTestOnly.jsp • Select “Download Application Package” • Enter CFDA # 81.128 • Download and Save Application Package

  14. Naming Application Package • Complete Application Package Must be Saved with a Unique ID Code (UIC). For Units of Local Government: • 1 (State Code) -- 2 (Type of Local Government) -- 3 (Name of Local Government) • Example: OH-CITY-COLUMBUS.pdf • Example: OH-COUNTY-HAMILTON.pdf • *Example: OH-OTHER-MONTVILLE.pdf *use “Other” for boroughs, townships, villages

Energy Efficiency & Conservation Strategy • EECS Format in Attachment D of Funding Opportunity Announcement • Six Sections to EECS • Measureable goals and objectives of proposed project(s) in line with EECBG metrics (CO2 reduction, jobs created/retained, energy savings • Proposed implementation plan • Current energy reduction programs being undertaken • Sharing/dissemination of project results • Sustainability of project beyond funding period • Financial and accounting controls in place

EECS (continued) • Starting point – City/County existing energy reduction policy, climate change action plan, etc. • Priority energy reduction/generation projects • Projects/programs must be EECBG eligible activities • Two Options for local governments receiving >$250,000 • Submit EECS with grant application and receive full funding immediately after grant approval (<$2 million) • Submit grant application only; receive $250k • EECS due no later than 120 days after date of award

Project Activity Worksheet • EECBG Worksheet format contained in Attachment B1 of FOA • Brief description of each project activity • May propose multiple activities within same technology area on one project worksheet • Multiple technology areas, separate project worksheets • Identify: • Market sector(s) being served • Jobs to be created/retained • Energy savings/renewable energy generated • Emissions reduction (CO2) • Overall cost of project • Funds to be leveraged Cost and metrics transfer to EECS

Complete Application Package • SF-424A – Budget Information (Non-Construction Programs) • Total funding request broken out by object class category (personnel, travel, contractual, administrative costs, indirect) • All subawards costs go under contractual • Expected expenditures by quarter for 1st year; annually for future years

Complete Application Package • Budget Justification File (Awards > $250,000) • Budget details • Salaries of key personnel • Identify subaward/consultant work and cost of each subaward • Detail travel costs, number of trips, number of travel days • Name of cognizant/oversight agency (if awarded previous Federal grants) • Name and telephone number of person responsible for indirect rates

Complete Application Package • Subaward Budget File (Awards > $250,000) • Separate budget documentation and justification for proposed subawards if: • Estimated cost >25% of the total formula allocation • Or $1m, whichever is less • Assurances and Certification of Davis-Bacon Compliance • Certify name and contact information of agency authorized to receive EECBG funds • Certify that laborers and mechanics on EECBG funded projects receive not less than prevailing wage rate

Submit Completed Grant Application • Sign in to FedConnect • Open opportunity – DE-FOA-0000013 • Click “create” at bottom right • Under “Response Team” click on team member name • Complete the data entry pages and attach application as directed • Click Submit to Agency button • Print the confirmation page for your records
