  3. JCOMM OCG Open Access to the GTS Project GOALS: • Provide ocean data producers a simpler method of distributing real time data globally via the WMO GTS infrastructure • Provide ocean data consumers a simpler method of accessing the data distributed via the WMO GTS

JCOMM OCG Open Access to the GTS Project Status: Access to GTS data • ERDDAP services through Observing System Monitoring Center (OSMC) are being widely used • Increase in usage since WMO-mandated switch to BUFR • Global Drifter Program, ICOADS, etc • “Operationalizing” OSMC access services using ERDDAP • Moving to 1 year rolling access • Currently have several years available in var, with a 90 day higher performance dataset • Potential cloud access to this data

JCOMM OCG Open Access to the GTS Project Status: Distributing data via GTS • Continue to submit Saildrone mission data (AIRT, SST, BARO, RH) to GTS • Antarctic • TPOS • Arctic • Using Drifting Buoy BUFR template – not ideal • Canada and Europe (Meteo France, ECMWF) are using the data • Not sure about U.S.

JCOMM OCG Open Access to the GTS Project Status: BUFR template for USV • Thanks to David Berry (National Oceanography Centre) and Jon Turton, a draft BUFR template has been created • Uses many existing sequences • Hope to validate and submit to IWG-CM (Codes Maintenance) by end of month • Will Also need templates for Gliders and Animal Obs (??) • Possibly sequences for other parameters (BGC, for example)

JCOMM OCG Open Access to the GTS Project In Progress: OCG and US IOOS • Increasingly, IOOS RA’s are using ERDDAP to serve their data. • However, currently they also have to provide data to US NDBC in a one-off format for GTS distribution • In July, 2019, US IOOS and OCG representatives met with US NDBC to work out a plan in which NDBC harvests data from RA’s that will then be distributed to the GTS • Have had several meetings since then to devise an implementation plan The US IOOS 11 Regional Associations

JCOMM OCG Open Access to the GTS Project In Progress: OCG and US IOOS • Discussions have led to requirements for data providers • These include: • One platform per ERDDAP dataset • Must contain global attribute with WMO platform code • Can have other platform identification attributes, IE IOOS Asset numbers • Parameters not destined for GTS will have some sort of to-be-determined “exclude” attribute The US IOOS 11 Regional Associations

JCOMM OCG Open Access to the GTS Project In Progress: OCG and US IOOS • Initially, a few select US IOOS regions will integrate the workflow and harvesting scheme with NDBC • PacIOOS, AOOS • Discussions will continue at the annual US IOOS Data Management and Communication (DMAC) meeting in late April The US IOOS 11 Regional Associations

JCOMM OCG Open Access to the GTS Project Open Access to GTS and the community • Need to identify non-US National Centers who have access to GTS that are willing to leverage defined workflow • Irish Marine Institute, IMOS, BODC have expressed interest • There is a possible European Open Access to GTS project launched in conjunction with EMODNet (Patrick Gorringe) • VOS and Ocean Gliders are interested in pursuing data distribution via Open Access to GTS • At February IODE XXV meeting, representatives from Sweden, Portugal and Australia expressed a strong interest in using Open Access to GTS to place observations on the GTS

JCOMM OCG Open Access to the GTS Project Open Access to GTS and WMO • Introducing the Inter-Programme Expert Team on Integrated Marine Meteorological and Oceanographic Services within WMO and IOC Information Systems (IPET-MOIS) • The mission of IPET-MOIS is to define a process for JCOMM to endorse Marine Meteorological and Oceanographic centers in participation with WMO Information System (WIS) and the future IOC Ocean Data Information System (ODIS) • IPET-MOIS has identified the Open Access to GTS project/workflow as a potential way to improve distribution of data on the WIS/GTS • IPET-MOIS will also be able to help identify regional nodes that may participate as Open GTS endpoints • These nodes will be certified by WMO through criteria IPET-MOIS defines

JCOMM OCG Open Access to the GTS Project Open Access to GTS and WIS 2.0 • Open Access to GTS as a WIS 2.0 demonstrator project • Aligns very well with WIS 2.0 principles • Adopting web technologies and best practices • Using URL’s to identify resources • Prioritize use of Internet as distribution mechanism • Leveraging web services to access data and metadata • Eventually, eliminating use of routing tables and bulletin headers

JCOMM OCG Open Access to the GTS Project Open Access Strategy document • Document designed as guidance and implementation plan for operationalizing Open Access to GTS • Small WG formed • A first draft has been reviewed and 2nd draft in progress • Will build off of US IOOS experience • Need a formal strategy for WIS 2.0 demonstrator project
