  2. Learning Objectives • As a result of this session, students will: • Understand the linkage between domestic violence and welfare • Analyze the Family Violence Option using the strengths’ policy analysis framework.

  3. TANF Program Requirements • Workforce participation • Cooperation with child support enforcement • Agreeing to drug and alcohol assessments and treatment • Within a limited time frame

  4. Domestic Violence & Welfare • Prevalence: • 20-33% of women on welfare have experienced abuse in last 12 months • 55-65% of women on welfare have experienced abuse as an adult

  5. Small Group Discussion: • What barriers or challenges might you face at the ________ level when attempting to comply with these requirements? • Group 1 = individual level • Group 2 = Family level (including the batterer) • Group 3 = welfare system level • Group 4 = Community level.

  6. Family Violence Option (FVO) • Passed as an amendment to Personal Responsibility & Work Opportunity Reconciliation Act • Purpose: To provide states the flexibility to offer waivers from TANF requirements for battered women on welfare. • Intent: To allow battered women on welfare the time to escape domestic violence, overcome barriers, avoid being punished due to domestic violence, and become self-sufficient through work

Strengths Framework - Philosophy • Social policies are societal responses to social problems • Thus policies built on problem definition • Lose sight of strengths of individuals, families, or communities • Need reconceptualization of both problems & policies • People can grow & change & should have equal access to resources • Everyone has strengths

  8. Strengths Framework • Identification of basic needs & barriers • Definition negotiation • Identification of ways that barriers are overcome • Opportunities & resources needed • Policy formulation • Negotiating consensus on goals • Program design • Implementation & evaluation
