Agenda • Overview of Community Compass • Funding and Awards • Criteria - Rating Factors • Application Submission Requirements • Note: This webinar assumes that viewers have read the 2015 Community Compass NOFA. While it is intended to be an overview, we focus on key information and do not cover every NOFA requirement in detail.

  4. What is Community Compass? • HUD’s integrated TA and capacity building initiative • Designed to help HUD customers manage and deliver programs effectively • Equips customers with knowledge, skills, tools, products • Cross-agency - public housing, community development, homelessness, Native American programs, affordable housing development, housing counseling, fair housing, energy efficiency, etc. • Successful applicants are awarded funds to develop and provide TA and training: • To recipients of HUD funding (e.g. HUD grantees, state and local governments, PHAs, Continuums of Care, tribes and TDHEs, HUD-subsidized multifamily housing owners/operators)

Eligible Activities • FY 2015 Community Compass Eligible Activities: • Needs assessments • Direct TA • Tools and products • Self-directed and group learning (training) • Knowledge management • Data analysis, reporting, and performance measurement • NAHASDA allocation formula administration and negotiated rulemaking and consultation support • Described in detail in NOFA: • Section I. How it works • Awards made via cooperative agreements • Significant government involvement • Fees prohibited; awardees cannot receive reimbursement for more than actual costs incurred • HUD’s Demand-response model for TA activities • TA need is identified by HUD or customer • HUD tasks TA activity to awardee (i.e., TAprovider) based on skills set & expertise • TA provider prepares a work plan for review and approval by HUD • TA provider works with HUD staff leads to develop and carry out the assignment • TA Coordination • HUD may assign multiple TA providers to coordinate on the same assignments

Funding: $44.9 Million • *$20.5 million includes: PIH $7M; CPD $7M; Housing $2.8M; Cross-Cutting $3.2M;Native Am. – HUD VASH .5 M • ** $5.4 million includes: • Minimum of $3.5 million for national or regional organizations representing Native American housing interests, including $2 million for national organization as authorized under section 703 of NAHASDA

Funding: $44.9 Million (Cont.) • Minimum of $200,000 for training and TA for Native Hawaiian Housing Block Grant recipient and sub recipients • $1.7 million open to all other eligible applicants See NOFA Section II. Award Information • Total Funding Available: $44.9M • Estimated Award Minimum: $250,000 (covers 3-year project period) • Estimated Maximum Award: $15,000,000 (covers 3-year project period) • Multiple awards • HUD expects to make approximately 18 awards from the funds available under this NOFA. • Pages 1, 8, and 9 of NOFA

  10. NOFA: Key Changes from FY 2014 • New Rating Factors/sub factors • Creates TA categories, programs, and topics • Applicants indicate funding sources for which they wish to be funded • Two Letters of reference required • Indirect cost rate must be provided (if applicable)

NOFA: Key Changes from FY 2014 (Cont.) • Awards more points for addressing multiple program areas/topics • Listing of staff and their qualifications, including any certifications* • This section of the NOFA Section I.A.ii, page 6,erroneously indicates that the staffing list is optional. • NOTE: The staffing list and their qualifications, including any certifications are REQUIRED this year, as indicated in the NOFA, Section IV.B, 1.d., page 15, and corrected herein.

NOFA: Categories, Programs, and Topics • NOFA groups “like” programs and topics together – as “Categories” • Represent areas that HUD expects to focus TA – but not all-inclusive • May include overlap among categories, programs, and topics • Applicants must refer to Table of Categories, Programs, and Topics for: • Addressing Rating Factor 1 and • To determine funding sources for which applicant wants funding • A complete Table of Categories, Programs and Topics, and Funding Sources can be found on pages 2-4 of the NOFA.

  15. Rating Factor 1: Capacity of Applicant • a. Experience and Expertise in TA Programs and Topics (16 points) • Applicants must clearly describe experience and expertise in categories, programs, & topics • Refer to Table of Categories, Programs and Topics, and Funding Sources,Section. I.A.1.a. • Clearly state category(ies) & program(s)/topic(s) • Can consolidate description of expertise & experience that crosses programs/topics /categories • May describe experience or expertise in programs or topics not listed – but: • must directly relate to a program or topic areas. (e.g., Neighborhood Stabilization Program) • must describe its relevance to one or more of the programs or topics listed in the table. • HUD’s interest: Broad & diverse, as well as targeted, experience & expertise. Applicant rated higher if: • Demonstrate experience and expertise in programs or topics in more than one of the categories. • Exception for applicants in Native American Housing & Community Development category. • Demonstrate experience and expertise in more than one program or topic

Eligible Activities (13 points) • Describe 1+ TA engagement in past 3 yrs. in which applicant • conducted 1+ eligible activity: • Cite challenge, gap, or issue the TA was designed to address • State which Recipient(s) or customer(s) were served by the TA • Cite time period of TA (i.e., Jan 2012-June 2015) • State how TA provided, including challenges encountered • Cite Accomplishments or results of TA • Note: “0” points will be awarded if TA does not meet definition of eligible activity or occurred • before Jan. 2012 • Eligible Activities • Needs Assessments • Direct TA & Capacity Building Engagements • Develop & Maintain Tools & Products • Self-Directed & Group Learning • Knowledge Management • Data Analysis, Reporting, & Performance Measurement • NAHASDA Allocation Formula Admin. & Negotiated Rulemaking Support • See NOFA Section I.   17. Rating Factor 1: Capacity of Applicant (Cont.) c. Award Management (8 points) • i. Required qualifications and experience (of person(s) responsible for: • Financial management of award • Management of assignments, work plans, and reporting to HUD • Compliance with Federal and HUD requirements • ii. Quality control and oversight processes for managing financial awards, responding to assignments, and reporting TA outcomes, including : • Developing accurate, timely work plans in accordance with assignment • Developing cost-effective budgets (assignments, work plans, or task)s; • Preparation and timely submission of reports with minimal errors; • Managing invoicing, accounts payable, and receivable, including timely submission of invoices and documentation. • iii. Policies and procedures for procurement, management, oversight, and timely payment of subcontractors or consultants.

Past Performance (8 points) • Applicant must provide two letters of reference: • from customers to whom the applicant provided TA within the past two years: • July 1, 2013 – June 30, 2015 • Format: • on letterhead from organization receiving or benefiting from the TA • signed by head of organization or designee (Executive Director, Dept. Director, CEO.) • dated after NOFA publication date of August 12, 2015 • Must include descriptions of: • services or TA provided; • results or accomplishments from services or TA provided; • testament to customer’s experience working with applicant, including whether work completed on time, with high level of quality, and responsive to customer needs.

  19. Rating Factor 2: Soundness of Approach • To address this rating factor, applicants use HUD’s Community Snapshot model as follows: • 4 entities: City, Continuum of Care, Public Housing Authority, and Tribally-Designated Housing Entity • Choose one or more entities, up to 4

Rating Factor 2: Soundness of Approach (Cont.) • Applicants that wish to be considered for: • McKinney-Vento TA & National Data Analysis Project: must address CoC • NAHASDA TA: must address TDHE • PHA Administrative Receivership and Recovery: must address PHA • Address more than one entity: Allowed, must address CoC, TDHE, PHA, as applicable. • Address City: Respond to multiple issues presented; not just single issue or program. • Address all elements for each entity: Requiredin each response.

Rating Factor 2: Soundness of Approach (Cont.) • Example: Applicant includes two entities, but does not address all required elements for one entity – this would not receive full points. • Applicants successfully addressing more than one entity will earn up to 3 additional points • Responses must include: • Assessment of entity’s underlying capacity issues (14 points) • description of impact on administration of housing and community development programs • how issues are interrelated, (if applicable) 21

Description of TA delivery to address capacity issues (18 points) • rationale for TA proposed • major activities in TA engagement – see Eligible Activities in NOFA • identify existing HUD TA resources (tools, products, curricula) & describe how utilized. • Addressing CoC: Should consider alignment with programs & topics in Homelessness Housing & Services, Table of Categories, Programs & Topics, Funding Sources • c. Description of skills, experience, & expertise TA provider team to deliver TA (3 points) • Describe qualities needed, not names of staff or consultants on team.

  23. Rating Factor 3: Achieving Results a. Intended results of TA approach and sustainability over time (8 points) Based on applicant responses for Rating Factor 2, and information included in Community Snapshot, applicants describe: • The intended results of TA approach described in response to Rating Factor 2; can be short-term & longer-term results. • Recommendations TA provider would make to entity/ies in order to sustain TA results over long term (e.g., after TA period ends).

Tracking performance and results (6 points) • Description of applicant’s performance management processes: • types of goals, outcomes, and key milestones used for TA engagements • how goals, outcomes, and milestones are determined • how progress toward goals, outcomes, and milestones is tracked. • Description of applicant’s processes or policies for ensuring accountability for achieving goals, outcomes, or milestones: • how often performance or progress is evaluated • steps taken to improve performance when milestones, goals, outcomes not met

  25. Rating Factor 3: Achieving Results c. Problem-solving to achieve results (6 points) Describe previous TA engagement in which applicant was involved that did not achieve or partially achieved intended results: • Short description of engagement: customer/recipient; goal; brief explanation of TA provided • Description of challenges that prevented intended results from being achieved • Proposal for what applicant could have done differently to achieve intended results 25

Application Deadline & Key Information • Application Deadline: by 11:59PM E.S.T. on September 25, 2015 • Applicants must allow sufficient time for acceptance by Grants.gov. • Read the Community Compass NOFA carefully: • Section IV. Application & Submission Information, especially B. Content and Form of Application Submission • Section V. Application Review Information, especially A. Criteria • Review the FY 2015 NOFA General Section for Discretionary Programs • Award announcement expected in lateNovember. Multiple awards will be made.

Whether applicant organization is designated as any of the following: • a disadvantaged business (e.g., 8(a) business); • a small business as defined by U.S. Small Business Administration; or, • a national or regional organization representing Native American housing interests. • Narrative response addressing Rating Factors 1-3 28

Application Submission Requirements (Cont.) • Two (2) Letters of Reference, submitted in pdf format • List of applicant’s staff and their qualifications, including any applicable certifications, submitted as .xls or xlsx. • List of subcontractor firms and consultants, and any applicable certifications and qualifications, submitted as .xls or .xlsx. 29

Application Submission Requirements (Cont.) • f. copy of your approved indirect cost rate proposal, if applicable • Application must be signed by an authorized official of applicant organization and contain all relevant sections as described in this NOFA. • Go to pages 14-16 of the NOFA for complete details on application submission requirements 30

  31. Application Submission Requirements (Cont.) • Obtain DUNS number – required for all applications. • Current registration in Central Contractor Registry (CCR) is required. Register or update registration in the System for Award Management (SAM) at www.uscontractorregistration.com • Only one application per applicant allowed; if applicant submits multiple applications, HUD will only consider the last one submitted. • Follow limits related to page count, font size, and margins as stated in the NOFA.
