  3. Inspector Certification • TCLEOSE Rule 221.15 • To qualify for Crime Prevention Inspector Proficiency certificate must: • Meet all proficiency requirements • be currently commissioned as p.o. • complete this course.

  4. Inspector Certification • TCLEOSE Rule 221.15 • TCLEOSE reports cp inspectors to TDI monthly • You automatically get cert. If you successfully complete this course • allow 60 days • do not do inspections until u get certificate.

Inspector Certification • TCLEOSE Rule 221.17 • Homeowners Insurance Inspector Certificate must: • Be commissioned or appointed po, building inspector or other official designated by city or county to serve as inspector • If not po, must meet current enrollment standards • If po, never had a license or certificate suspended or revoked

  6. Inspector Certification • TCLEOSE Rule 221.17 • If commissioned po, must have continuing education requirements for previous cycle • Never had license revoked by TCLEOSE • Complete this course • Application must be submitted by chief or sheriff • I have application form.

Inspector Certification • TCLEOSE Rule 221.1 Proficiency Requirements • Currently commissioned or appointed as a peace officer, reserve, jailer, or telecom (not required for Homeowners Inspector) • No suspended or revoked license or certificate • Meet continuing education requirements • Meet current enrollment standards.

Texas Insurance Code, Chapter 5, Amended Article 5.33A, Reduction in Homeowners Insurance Premiums • Entitled to reduction if in compliance with specifications of Section 6 of this article • Procedure • Apply to city or county where home is • Application in writing • Upon receipt assign inspector • Inspector inspects and files written report (does or does not qualify).

Texas Insurance Code, Chapter 5, Amended Article 5.33A, Reduction in Homeowners Insurance Premiums • If property qualifies, TDI issues premium reduction certificate • certificate must be signed by issuee, inspector, and insurance agent • Certificate valid for 3 years and may be renewed for additional 3 years • TDI determines the amount of reduction, I’ll get to this.

  10. Texas Insurance Code, Chapter 5, Amended Article 5.33A, Reduction in Homeowners Insurance Premiums Section 6. Specifications for Qualifying for a Premium Reduction Must meet the following minimum specifications:[deadbolt] • (A) Exterior doors must be solid core doors that are 1 3/8 inches thick and must be secured by deadbolt locks; • (B) Metal doors must be secured by deadbolt locks; • (C) double doors must be 1 3/8 in thick, with deadbolt and inactive door secured by header and threshold bolts that penetrate metal strike plates, and if glass within 40” of header and threshold bolts, must have the bolts flush-mounted in the edge of door.

Specifications for Qualifying for a Premium Reduction Must meet the following minimum specifications: [deadbolt] • (D) Sliding glass doors must be secured by secondary locking devices to prevent lifting and prying; • (E) Dutch doors must have concealed flush-bolt locking devices to interlock upper and lower and secured by deadbolt lock; • (F) Garage doors must be equipped with key-operated locking devices; • (G) windows must be secured by auxiliary locking devices; or have electronic burglar alarm contact sensor.

  12. Texas Insurance Code, Chapter 5, Amended Article 5.33A, Reduction in Homeowners Insurance Premiums Section 6. Specifications for Qualifying for a Premium Reduction Must meet the following minimum specifications: [deadbolt] • A dead bolt lock must lock with a minimum bolt throw of 1” that penetrates a metal strike plate. If a door secured by a deadbolt lock has breakable glass within 40”, the lock must be key-operated from both sides unless prohibited by life safety codes • An auxiliary locking device must include screws, wooden dowels, pinning devices, and key-operated locks. In areas in which life safety codes permit, metal bars or grating, if mounted to prevent easy removal, may be substituted for auxiliary lock.

Specifications for Qualifying for a Premium Reduction Must meet the following minimum specifications:[deadbolt] • Jalousie or louvered windows do not meet the specifications of this section unless they have metal grating mounted to prevent easy removal • TDI may adopt rules for alternative specifications that are at least as effective as those listed • Meet the deadbolt specification get 5% reduction • Has to say homeowners in the policy, rental property.

  14. Texas Insurance Code, Chapter 5, Amended Article 5.33A, Reduction in Homeowners Insurance Premiums Section 6. Specifications for Qualifying for a Premium Reduction (a) (2) [alarm section] (added in 1991) • Qualifies if property is equipped with an electronic burglar alarm that meets the following: • All exterior structure openings are contacted; • The system includes an interior and exterior siren; • All equipment is U.L. approved and is monitored by a U.L. approved central station; and • Sales, services, installation, and monitoring are done in compliance with the Private Investigators and Private Security Agencies act • Qualify this section “alarm” get 15% reduction.
