BALANCE • SA needs millions of new houses in the next ten years. • This is government policy • In the spirit of cooperative government, the environmental must aim to accerelate that process… • …but make sure that the process whilst fast is in the right, sustainable manner. BALANCE • We should not see projects with large environmental costs and marginal benefits go ahead • We should not see projects with small environmental costs and large economic costs be rejected or delayed. • We must express this process of balancing in institutions that developers and NGOs can appeal to when people make decisions which don’t reflect this Adv Douglas J Shaw : douglasjshaw@gmail.com 074 146 2015

  6. SPEED • Decisions must be made far more quickly. • Time limits must be reduced drastically. The section 9 (2) process from 180 days to 60 days for BAR and 90 days for the longer process. • Reduce some processes to 30 days or 10 days. • Some processes must be streamlined others automated. • One stop processes must go into effect Adv Douglas J Shaw : douglasjshaw@gmail.com 074 146 2015

SPEED • In a certain sense, SAPOA isn’t as concerned with what the policy is but with whether the decision is made in the minimum possible time. • Developers suffer the costs of paying interest on a bond while regulators deliberate.   8. SPEED • Methods of dealing with Stock and Flow must be implemented • Fast track paid for processes must be implemented • Institutions must be put into effect to sort out situations when they are delayed with authority. Adv Douglas J Shaw : douglasjshaw@gmail.com 074 146 2015

SPEED • Bring in professional management consultants to properly reengineer the business processes to do with EIAs immediately and every 3 years thereafter. • Design a single process for EIA, municipal permissions, any other authorisations. SPEED • Remove unnecessary participants from different types of decision. • Create times after which it is deemed that the person does not have an opinion if they haven’t replied. • Bring departments together to make the decisions in a meeting each week or month.   11. Standards • EIAs are where you don’t know • If you know you have a standard, not an EIA • Aim to create 20 standards a year. • Use outside resources if necessary. • Standards for social situations. Adv Douglas J Shaw : douglasjshaw@gmail.com 074 146 2015

  12. Preapprovals • Government must identify sites with no environmental issues and pre approve them. This would include brown fill sites and areas for infill and zones of ‘outfill’. • Remove zones and uses from EIA where possible • Concentrate limited departmental resources on areas of significant environmental sensitivity.
