More collaboration in ASEAN(case of Thailand) • 92 collaborative degree programs have been in operation between Thai and foreign higher education institutions in year 2011 (1 Diploma, 46 Bachelor’s, 36 Master’s and 9 PhD for all field of study) • Partner countries: China (47), United States (25), Germany (13), Australia (9), Canada (9)…. 3. More collaboration in ASEAN(by AUN) • More and more collaboration through ASEAN University Network (AUN) with Dialogue Partners namely China, Korea, EU, USA and Japan • Scholarship, Youth Exchange Program, Rector’s conference (EU, China, ASEAN+3), ASEAN Korea Cyber Universities, Cooperation on Doctoral Education between EU and Asia (strategic survey), SEE Forum by Kyoto U…. There are various types of activities though some of them are at very initial stage

Needs for academic activities and network • The main portion of global R&D in science and technology is conducted in the U.S.A. and Europe. • Many Asian human resources move to the U.S.A. and Europe. • Intra-regional research cooperation in ASEAN is limited. Example of Collaboration: AUN/SEED-NetASEAN University Network / South East Asia Engineering Education Development Network The Network consists of 19 leading institutions from 10 ASEAN countries with the support of 11 leading Japanese Supporting Universities. AUN/SEED-Net is mainly supported by the Japanese Government through JICA and partially supported by ASEAN Foundation. <Project Period> Preparatory Stage : April. 2001 - Mar. 2003 Phase 1: Mar. 2003 -Mar. 2008Phase 2 : Mar. 2008 - Mar. 2013

Milestones • Japanese Supporting Universities Establishment • Inauguration Ceremony among Representatives of 19 Member Institutions and the Ministry of all the ASEAN countries Concept proposed at the ASEAN-Japan Summit Meeting Announced as one of the main programs of the “OBUCHI-Plan” Phase I of AUN/SEED-Net Project Phase II of AUN/SEED-Net Project • To activate internationally competitive personnel in leading engineering educational institutions in the region • To promote collaboration and solidarity between academics and professionals in the region Vision Sustainable social and economic development is promoted in ASEAN countries Missions

Project Strategy • Establishing consortium of graduate schools of engineering to produce high-quality graduates. • Three main activities namely Graduate Program (mainly for young faculty staff), Collaborative Research and Academic Networking • Identifying 9 engineering fields with one Member Institution (MI) acting as Host institution (HI) or regional hub, to train graduates and staff of other institutions, promote mobility and conduct research collaboration with assistance from Japanese Supporting Universities.

PhD Sandwich Program by SEED-Netas one of the examples of joint program • 3 year PhD study at Host Institution in ASEAN • Students (mainly young faculty staff) are jointly supervised by advisor at HI and Japanese professors as co-advisor • During three year study, students are eligible to visit co-advisor of Japanese university for short term study and research for maximum 8 months (can be divided into 1 month and 7 months). • Degree will be given by HI in ASEAN (Example of study) Enrollment at HI Study in Japan (1 month) Study in Japan (7 months) Graduation 1st year 2nd year 3rd year

Collaboration with Kyoto U under SEED-Net • Co-advisors for Master in ASEAN = 28 students under 15 professors • Co-advisors for PhD Sandwich in ASEAN = 13 students under 10 professors • PhD Sandwich students studied at Kyoto U (8 months study) = 11 • PhD Japan accepted by Kyoto U = 9 (from which 3 graduated) • Number of Japanese Professors from Kyoto U to visit ASEAN for joint supervision, research discussion  = 39 (phase 2 only) • Collaboration with SEE Forum

15. Seminar on Disaster Prevention and Mitigation: Learning from the Experience of the Great East Japan Earthquake for Better Disaster Preparedness in East Asia during • Aug 29 – Sep 6, 2011, Japan • Co-hosted by Global Center for Education and Research on Human Security Engineering of Kyoto U and Center for Urban Earthquake Engineering of TIT. • 29 Participants from ASEAN visited disaster stricken areas in Iwate Prefecture. • The highly uncertain nature of disasters is witnessed, and the participants realized that every country should get prepared for the worse possible scenario.

16. Output -1 : Improvement of Educational and research capacity of Member Institutions • Upgrade of faculty qualification • Improvement of graduate program at Host Institution (e.g. internationalization, shorten the period for graduation) • Establishment of new course and postgraduate course offered in English

20. Example of Collaborative Research Earthquake in Yogyakarta Hazard Map (2005) • UGM, Kyushu university, and Kyoto university developed a hazard map under collaborative research project. • This hazard map is used for effective earthquake counter majors such as crisis management, evacuation procedure, and architectural standard.

21. Regional Conference/Workshop Gateway to collaboration between the network and outer societies Total 4,465 • S/N Participants (Others) include SEED-Net students, Japanese professors, participants from Brunei and Singapore, and MI staff who did not receive financial supportfrom SEED-Net. • Participants outside the Network include government officials, private sectors, NGOs, faculty staff and students from other universities.

22. ASEAN Engineering Journal (launched in 2011) • To create an additional channel for researchers inASEAN (even in the world) to publish their work. • Editorial Board (53 professors from ASEAN and 32 from Japan) • 97 papers have been submitted (as of Feb 2012)

23. Samples of Further collaboration beyond AUN/SEED-Net • Joint collaboration of Tokyo Tech – Hokkaido – CU-EEE – UP with support of NICT (Japan), NECTEC (Thailand), ASTI (Philippines) on JAXA WINDS project. (2007- present) • Video lecture transmission multicast to collaborators • Implementation of 2011 Asian School of Automatic Control (CU-EE) with cooperation and support from IFAC, ACA, AUN/SEED-Net and ECTI Association (Thailand) • 1 week short course in control engineering for ASEAN researchers • Setting up of civil engineering department at NUOL, with main technical support from CU and KMITL • Launching of “ASEAN Applied Geology Journal” since August 2009 by UGM, with international reviewers include professors from Japan (JSUs mainly), Malaysia, Thailand, USA, and UK.

24. Difficulties and challengesfrom experiences of graduate program, short-term course • How to attract students (esp. PhD student) for the study and research in ASEAN (joint education program might be one of the solutions). Many students, especially PhD level, are still interested in studying in Europe, USA and Japan, not ASEAN. • Credit transfer, joint courses, double / joint degrees which are not under current scope of SEED-Net • Matching among students, advisors in ASEAN and co-advisors in Japan • Funding sources

25. Expectation for further collaboration between Kyoto U and ASEAN • Research collaboration especially on regional issues such as earthquake, flood, typhoon etc • Joint courses and programs such as joint graduate program • Continuous collaboration especially with alumni and young faculty staff in ASEAN • More exchangeof faculty staff and students among ASEAN and Japan • Re-Inventing Japanese University Project as one of the good examples of further and intensive collaboration
