  1. Supply Chain Enterprise Metrics

  2. Supply Chain Enterprise MetricsJune 2014 Assessment • Content • Enterprise metrics by supply chain attribute • The following metrics are not addressed because they have not changed since the May assessment • Highlights • Includes long term trends analyses of interest. Pre-Decisional Working Paper

  3. OSD Supply Chain Metrics Enterprise Metrics Used to Assess Supply Chain Performance and Cost • Measuring the ability of the supply chain to support weapon systems in undertaking and sustaining their assigned missions at planned peacetime and wartime utilization rates: • Not Mission Capable (NMC) Rates • NMCS Backorders • Measuring the ability of the supply chain to accurately anticipate customer requirements and plan, coordinate and execute accordingly: • Excess on-hand • Unneeded on-order • Demand forecast accuracy and bias • Unserviceable DLR return time • Unserviceable DLR over-aged due-ins • Procurement lead times • Lead time variances • Measuring the ability of the supply chain to respond to customer materiel requests according to priority by providing the right support when it is needed and where needed: • Customer wait time • Logistics response time • Response time effectiveness • Measuring the amount of supply chain resources required to deliver a specific performance outcome: • Value of secondary item inventory • Log cost baseline • Supply management costs • Supply management cost changes • Inventory segmentation of no demand Items • Tiered inventory turn • Unserviceable DLR asset write-offs • Measuring the dependability and consistency of the supply chain providers in delivery of required material support at a time and destination specified by the customer: • TDD compliance • Wholesale perfect order fulfillment • Wholesale supply availability • Denial rates CIMIP Metrics SNO Metrics • Enterprise metrics • Excess on-hand • Unneeded on-order • Demand forecast accuracy and bias • Procurement lead times • Lead time variances • Value of secondary item inventory • Inventory segmentation of no demand items Initiative Specific metrics • Inventory accessibility and multi-echelon modeling • ERS as a percentage of total inventory • Economic benefit of ERS • CRS as a percentage of total inventory • CRS reason codes • Secondary item stockage costs and stockage footprint • PRS reviewed and set to disposal • Disposal dollars for serviceable and unserviceable reparable and consumable items • AAO as a percentage of total inventory • AAO breakout by category • Enterprise metrics • Logistics response time • Wholesale supply availability • Value of inventory Initiative Specific metrics • Lateral redistribution • Procurement offset • Backorders • Net effectiveness • Attrition net effectiveness • Gross effectiveness • Transportation costs Pre-Decisional Working Paper

  4. Materiel Readiness Attribute Definition The ability of the supply chain to support weapon systems in undertaking and sustaining their assigned missions at planned peacetime and wartime utilization rates Assessment • Increasing aircraft NMC rates across all Services is being investigated with a number of action items. • Long term NMCS backorders declining due to intensive management efforts, but recent increases in short term NMCS. Metrics Status Pre-Decisional Working Paper

  5. Not Mission Capable (NMC) Rates DNA Pre-Decisional Working Paper

  6. Not Mission Capable Supply and Ship C3/C4 Casualty Report (CASREP) Backorders DNA Pre-Decisional Working Paper

  7. Supply Chain Responsiveness Attribute Definition The ability of the supply chain to respond to customer materiel requests according to priority by providing the right support when it is needed and where needed Assessment • Customer Wait Time: Army and Air Force meeting year-to-date goals while Navy is slightly above its goal; full assessment in charts that follow. • Logistics Response Time: No change; full assessment in charts that follow. • Response Time Effectiveness: A variety of reasons produced anomalies in measurements. Metrics Status Pre-Decisional Working Paper

  8. Customer Wait Time: Organizational Maintenance (CWTOM)DNA Pre-Decisional Working Paper

  9. Logistics Response Time (LRT)DNA Pre-Decisional Working Paper

  10. Response Time EffectivenessDNA DoD Industrial Base Supplier Fill DoD Supply Chain Wholesale Supply and Distribution Wholesale Fill Retail Fill Retail Supply Activities DoD Weapon Systems DoD Supply Chain Pre-Decisional Working Paper

  11. Supply Chain Reliability Attribute Definition The dependability and consistency of the supply chain providers in delivery of required material support at a time and destination specified by the customer Assessment • TDD Compliance: Performance below goal; new standards to be developed. • Wholesale Perfect Order Fulfillment: Within historical norms • Wholesale Supply Availability: No change; full assessment in charts that follow. Metrics Status Pre-Decisional Working Paper

  12. Wholesale Perfect Order Fulfillment (POF) DNA Pre-Decisional Working Paper

  13. Wholesale Supply Availability DNA Pre-Decisional Working Paper

  14. Materiel Denial Rates DNA Pre-Decisional Working Paper

  15. Supply Chain Costs Attribute Definition The amount of supply chain resources required to deliver a specific performance outcome March 2014 Assessment • Log Cost Baseline: Declining as drawdown occurs. • Total inventory turns and sales-based inventory turns trending down between 2009 and 2013. Metrics Development Status Pre-Decisional Working Paper

  16. Unserviceable DLR Returns Asset Write-OffsDNA

  17. Supply Chain Planning and Precision Attribute Definition The ability of the supply chain to accurately anticipate customer requirements and plan, coordinate and execute accordingly Assessment • Ongoing development of metrics to measure attribute. No changes in data since last reported Metrics Status Pre-Decisional Working Paper

  18. Unserviceable DLR Return TimesDNA Pre-Decisional Working Paper

  19. Unserviceable DLR Returns Over-Aged Due-InsDNA Pre-Decisional Working Paper

  20. OSD Supply Chain Performance and Cost Metrics Assessment The latest measurements for NMC rates show some degradation in readiness support for aircraft – future measurements will need to be monitored to determine if this is an anomaly or a new normal. Small increases in NMCS Backorders Planning and precision metrics point to opportunities for improvements in demand forecast accuracy and bias and in production lead time forecasts.
