This project includestrainingandECDLcertification foremployes of Government and Assemby APV. • Purpose of government employes (IT professionals and users)training is acquiring computer skills and basic IT education. • It is organized in three phases (2008, 2009. and 2010.). • Office for joint affairs became the testing center, • 2 certificated examiners.
Some statistical data • I , IIandIIIphase of education finished • The lectures are heldon two locations: in facilities of Smart School and Government of APV • 576employees finished and got certificate forECDL Start • 57employees finished and got certificate forECDL Core • 633employees got ECDL passport • Presence at lectureswere 95,7% • Certificated employees total: 81,99%

ECDL portal of Government APV • The goal is to assure better information for employes about realization of ECDL education, trough Internet. • The base of knowledge (the most frequently questions and the answers). • User can ask the question which is automatically written in the base and sent to mail administrator.
ECDL classroom • The costs are lower than using classrooms of some other testing centers, • It’s easy to combine lectures and work. • The classroom is equiped with: • Furniture, • 20 Desk-top computers, • Lap-top computer, • Video-beam, • Graphoscope and schoolboard, • Video cameras.
еLearning – System for self-education • Providessimply and quick access to information and educational lessons, and it’s important for quality knowledge of information science or the other • Provides effective and continuous education of employees in Government espesially for ECDL certification. • It provides multilangual support – the user can choose language for messages of the system. • Users can arrange their profiles by themselves.
System eLearning • Provides using forums and chatrooms for interactive exchange of the information and discussions about certain topics. • Includes the block for searching information in thesystem. • Supports selftesting by pretests, which system evaluates automatically • Provides track of the the improvement of the candidate. There is data base of the courses, candidates and examiners.
System eLearning • The following courses created: • Concepts of the system eLearning for the students • Concepts of the system eLearning for the administrators • Concepts of the system eLearning for the teachers • Userguide for the installation of the system eLearning • Using SCORM 2004 generator of the lessons • Using the computer and managing files • Word processing • Spreadsheets • Information and communication
„Problems”: • Many emloyees reject to learn something new • At the same time is the cours of foreign language • It’s very dynamic cours • Duty to do homework every day, • The age of employees (many employees are near the pension), • Employees with bad temper
„Some solutions”: • Meetings with the local administrators, • The gifts, • Extraordinary teachers and literature • Observing carefully the opinions of the candidates
Conclusion: • This is important for including empleyees into the realization of the program eVojvodina and the strategyof eGovernment, • The employees are educated to work on the computers, • Advanced users systemize their knowledge, • Less quastions for the administrators, • Use of new applications is easier for users
eCompetition • 12 provincial bodies appropriate donations, subventions and loans to citizens, profit organizations, non-profit organizations (churches and religious communities), and the other institutions • Project eCompetition provides software support for editing and maintaining of the contents of service for registering and monitoring and complete process of preparing, processing, decision-making and closing of the open competitions for funding.
System encompasses modules for: • Creating and publishing open competitions • Processing and monitoring • Information exchange with applicants • Evaluation of applications • Preparing of contracts and decisions • Report creating • Multilingual support • Archiving • Defining roles and right accesses for various users • Creating financial reports
Software system supports: • publishing of open competitions on the Internet, • sending applications and documentation by electronic means, • exchange of electronic documents in processes of documentation assessment and decision-making (with applicants and internally in provincial bodies), • monitoring status of the application (by applicant), • creating and sending of contracts, • monitoring of realization of contract obligations, and • creating of various reports.
System is to be integrated with: • Portal of public services of Autonomous Province of Vojvodina • Joint post managing office of provincial bodies • Software system of Provincial Secretariat of Finance • Internal PKI system of provincial bodies (electronic signature implementation)
