  2. After earthquakes, explosions or a structural collapse, people are trapped under debris. They can be rescued if they are detected and excavated quickly. For this special task the German Federal Agency for Technical Relief (THW) has developed the Rapid Deployment Unit Urban Search & Rescue (SEEBA). Since 1953 volunteers and professionals of THW went on several international missions to assist affected countries and people in need after earthquakes, floods and other terrible disasters. The decision to found SEEBA has been made in 1986 by the German Ministry of the Interior as a „lesson learned“ from the Mexico earthquake (8.1 Richter Scale) in 1985. Approximately 45,000 people died, more than 3,000 buildings in Mexico-City were destroyed. After one week THW has rescued 26 buried people and has recovered more than 100 dead persons.

  3. Why we have to help…

  4. Speed is important Every hour counts when victims are buried under debris, esp. when they are injured and there is no food and water. There is a fair survival chance only within 120 hours. Therefore the SEEBA is ready for deployment within six hours after being alarmed. The SEEBA is deployed by order of the German Ministry of the Interior and the Foreign Office. In case of earthquakes the German Foreign Office - as INSARAG political focalpoint for Germany – is free to decide if it is deploying USAR teams or if it supports the affected country with relief goods.Deployment of USAR teams is pending on the impact of the quake, usually the German Foreign Office will get in contact with THW’s Operations Centre (or vice versa) if a deployment of USAR teams is recommended. THW as aGovernmental Organisation (GO) has no “Letter of Intend” or “Memorandum of Understanding” with the German Foreign Office, because the international deployment of THW is regulated by federal law.

Rapid Deployment Unit Urban Search & Rescue (SEEBA) A well-considered equipment cache is the foundation of the SEEBA: Pre-packed equipment in lightweight boxes enable the use of normal passenger air planes. SEEBA as a HEAVY USAR Team with over 60 team members is selfsufficient in a mission. The main components: • Base of Operations (BoO) • Technical search equipment • Biological dog search (K9) • Heavy rescue tools, such as concrete chainsaws, plasma cutters, hydraulic jaws of life etc. • A team management incl. trained Liaison Officers for the “On Site Operation and Coordination Centre” (OSOCC) of the UN.

  9. Training qualifies The SEEBA was built up on the experience of several earthquake missions and is beeing improved continuously. Therefore – based on their national SAR training – the SAR specialists of SEEBA have specific expertise incl. theory and practical lessons related to international Urban Search and Rescue, as well as cultural awareness and other aspects of foreign missions. The Team Management, such as the Team Leader and Liaison Officers, get additional training in preparation for a foreign mission. All team members must be able to speak English.

SEEBA – INSARAG classified unit The “International Search and Rescue Advisory Group” (INSARAG) of the United Nations (UN) defined the “INSARAG Guidelines” for those USAR Teams responding in international missions after earthquakes. These guidelines include the basic standards for USAR Teams. For example: A so-called Heavy Team must be able to work nonstop for up to ten days on two different sites. Only by meeting the standards is a team able to deliver quick and efficient relief after earthquakes and other disasters. The SEEBA successfully undertook the “INSARAG External Classification” (IEC) in August 2007 as a HEAVY USAR Team and its „INSARAG External Reclassification“ (IER) in September 2012. The International Search and Rescue Advisory Group is a network of disaster-prone and disaster-responding countries and organizations dedicated to urban search and rescue (USAR) and operational field coordination.INSARAG was established in 1991 following initiatives of international SAR teams that responded to the 1988 Armenia earthquake. The Field Coordination Support Section (FCSS), located within UN OCHA Geneva's Emergency Services Branch (ESB), functions as the INSARAG secretariat and facilitates international participation and coordination.

  12. How SEEBA is getting deployed The complete procedure is handled by the duty officers of THW and the German Foreign Office, which are briefed on the INSARAG Guidelines.

  13. THW – due to the conditions of working with volunteers – had to split the alarm and mobilization system into two separate ranks:

  14. Pre-Alarm

In Waiting This alarm phase is activated when the negotiations between THW HQ and the Foreign Office are in a final stage, i.e. in general a deployment is prospective but there is still no international call for assistance or bilateral agreement. Again THW HQ is more busy in the field of general co-ordination while the regional office in Darmstadt is working on the main operational tasks for the mobilization and departure. In this stage there are two main works to be done: 1) Activation of Mobilization and Departure Centre 2) Preparation for the transport of team members and material.

Full Alarm This alert phase informs the team management and the staff members of HQ and SEEBA regional office Darmstadt, that a deployment of SEEBA will happen within the next 6 hours and these projected tasks have to be done: • Opening of the Mobilization Centre • Opening of the Departure Centre • Transport of BoO from Log Base to Departure Centre • Transport of medical supplies from pharmacy to Departure Centre • Transport of selected team members from USAR1 / 2 to Mobilization Centre • Transport of equipment from USAR 1 / 2 to Departure Centre • Last Check at Mobilization Centre of PPE, Passport, Data etc. • Team briefing • Supply with cash box The alarm phase “Full Alarm” is the one with the most activities, all standardized and trained in regular drills.

  19. Within the last 25 years THW SEEBA provided humanitarian assistance in more than 30 missions around the globe. However the unit does not always deploy in light, medium or heavy team structure but also provides experts for: • Assessments (for German Government; EU MIC; UNDAC) • German Embassy Support • Technical Advisory (i. e. Search and Rescue) • Building Experts • Logistics Experts (i. e. for UNJLC; WFP etc.) • International Humanistarian Partnership (IHP)
