  1. European Structural and Investment Fund Consultation Theme 9: Promoting Social Inclusion and Combating Poverty Helen Hunt, Employment & Skills Policy Officer, Warwickshire County Council

Background Notional allocation of £58m for the 3 ESF themes of Employment, Skills and Social Inclusion In Coventry & Warwickshire we have £11m allocated to social inclusion, once match funded this will be £22m over the 7 years. Govtwants to use these funds to lift 20 million people out of poverty and social exclusion

  3. Coventry & Warwickshire has some significant pockets of deprivation. Our priorities are: Increasing employability through financial literacy Labour market integration Engaging and raising aspirations for young people

  4. Increasing employability through financial literacy Tackling debt Adapting to Universal Credit Money Management Skills

  5. Labour market integration • Tackling barriers to work in troubled families • Tackling barriers to work for those further from the labour market, including lone parents, ex-offenders, some BME groups, disabled people, drug and alcohol users • Supporting alternative routes to integration, including establishing or seeking employment within social enterprise and the provision of volunteering opportunities within the community

  6. Engaging and raising aspirations for young people Supporting vulnerable young people to engage Removing barriers to participation for young people Raising aspiration, particularly for young lone parents, those with special needs, young offenders and care leavers

  7. Next Steps to deliver • Opt-in offer from BIG Lottery - LEP Board has approved this in principle • Identify how much we could match at local level for locally managed programmes

  8. BIG Lottery opt-in • Improving financial confidence • Talent Match • Multiple and complex needs • Social investment These are just some ideas, BIG are flexible and will work with us to determine the best way to deliver against our priorities.

  9. BIG Lottery (2) BIG want to facilitate greater access for the VCS, target of 80%. Funding will be delivered through grants not contracts. Two processes: Lead organisation to co-ordinate a portfolio of activities. This organisation will co-ordinate the funding and act as main contact for BIG Lottery Direct applications for individual projects

  10. Locally Managed Programmes Establish a LEP group to take ownership of employment and social inclusion themes Determine most effective delivery approach Open calls for proposals for projects that cover the indicative activities

  11. What we need to know from you Looking at the indicative actions, have we missed anything fundamental? Have we identified any activities that you don’t think should be there? What do you think will be the most effective delivery approach? What do you think the local commissioning element should look like?
