The vision • A Midwest response to the WA State Government’s‘Towards Zero – Road Safety Strategy’ • Target Zero Road Incidents and fatalities • Use a continuous improvement framework • Focus on Road Safety in the Midwest Region • Work as an Allianceby sharing knowledge and resources • Work effectively to lobby for resources and change • Be Innovative • "An innovative cooperative partnership approach to eliminate death and serious injury resulting from road crashes in the Mid West region aligned with initiatives outlined in Towards Zero, WA’s Road Safety Strategy 2008-2020"

  4. the right stakeholders around the table • Industry – large operators should demonstrate leadership in compliance and safety innovation, small operators should be assisted to come up to the standards. All industry members can contribute in some way e.g. sharing information, assisting with training, contributing financially etc. • Government – Main Roads and Local Government have responsibilities for roads and can help with compliance. Police can help with compliance. Other departments run various campaigns. WALGA can work with State and Local Government, Office of Road Safety overall coordination of initiatives. • Community – very large group but no common point of connection

Structure of the alliance • The most appropriate management model is a small executive group of key stakeholders (suggest between 5 – 10) that would meet monthly, with a larger meeting of all stakeholders in a forum that would meet every 6 months. • Administration / executive support is estimated to be initially about half a day a week.

  7. four Safe System foundations • Safe Road Use - integrating behaviour change programs with improved enforcement to make them more powerful and addressing impaired driving (alcohol, drugs, fatigue and distraction), restraint use, graduated licensing and speed choice. • Safe Roads and Roadsides – investing in Safe System infrastructure improvements. • Safe Speeds – enhancing speed enforcement and further reflecting on the appropriateness of WA’s speed limits. • Safe Vehicles – promoting the uptake of safer vehicles and key safety features, particularly by government and corporate fleets.

Big responsibility • Most big vehicle operators have addressed safety issues within their own safe framework. • The perception is that there are more problems with some smaller operators who are not as safe aware and pose a risk to other road users, and the reputation of the road transport users. • Action • Develop an education campaign for smaller operators • Potential Field Day where MRD/big operators can show small operators what is required and provide information • Provide briefings and brochures for CBH, bus operators, mechanics etc. • Generate media interest through targeted campaign • Target high use times e.g. harvest • Put info on Shire, Local govtweb sites • Compliance blitz – follow up the above with a targeted blitz by Police and MRD

Evidence base • Need to gather evidence base for road construction / upgrade planning, signage, performance assessments, risk assessments, promotional campaigns etc. • Action • Identify information that is available and what is required (MRD and Group) • Organise how the info will be formatted and reported (MRD. WAPOL & Group) • The above will probably need a specific planning meeting/working group • The Midwest Transport Strategy and the City’s Movement Strategy could both contribute to this project

  15. Mixing with monsters • It is the Group’s assessment that the Heavy and Light vehicle mix is the most important safety issue facing the Midwest. There was the general feeling that light vehicles do not ‘drive to the conditions’ and that a campaign is needed to target this issue • MIRSA to develop a campaign based on this brochure • Options include • Moveable bill boards using the sides of big operators’ trucks • Information signage at rest stops • Letter from MIRSA to WALGA/State Government about funding a state wide campaign • Shire web sitesBig operators can help with this using existing reporting systems and providing best practice information
