Progress in Employment for Individuals with Intellectual Disabilities in Washington State

Washington State has made significant strides in integrating individuals with intellectual disabilities into the workforce. As of April 2011, 2,639 job seekers with intellectual disabilities were earning wages in individual integrated jobs. This report explores the historical context of employment for these individuals, the current state of progress, and strategies for sustaining and enhancing these initiatives moving forward. While progress has been made, there are still many individuals yet to enter the workforce, highlighting the need for continued advocacy and support.

  1. Washington Total State Population: 5,894,143 Number of job seekers with intellectual disabilities earning wages in individual integrated jobs? At last count, April of 2011, 2,639. Not yet everybody.
  2. Where did Washington start, what’s happening now, how do we sustain progress? Started at square one: In thinking about what people rely on us to support, stakeholders identified what is important to all of us…

  4. What’s work got to do with those values?It is the easiest, most cost effective way to achieve each of the six benefits – for all of us.
  5. Where are we now? The AFP Challenge is double the number working in individual jobs. This illustrates that how you count matters…. WA employment and day support to 7,989 people age 21 and older in April, 2011: 7,989 receiving support: 2,639 report wages in individual integrated jobs = 33% in individual integrated jobs Of 7,989 people, 3,984 receive Individual Employment Support. Same 2,639 report wages. = 66% in individual integrated jobs. Which percentage is accurate? 33% or 66% ? Both? Neither? Good discussion point. Any way you count it, not nearly enough people are working and earning a living wage.
  6. What’s the big picture? Data from RDA/State Employment Security Department In 2001, 5,013 DDD clients statewide reported earning $30+ million dollars in wages, and the average annual earning per person was $6,018. In 2009, 5,535 DDD clients reported $40+ million dollars in wages and the average annual earning was $7,245 per person. That’s a 10% increase in wage earners, a 33% increase in total earnings, and a 20% increase in average annual earnings per person.
  7. How do we move forward towards everyone earning a living wage? We sustain our commitment to: Mission, values and vision of employment Stakeholder leadership Capacity and skill of employment providers Funding & contracting strategies support work Training & technical assistance statewide School partnerships - youth get jobs at typical age Partnerships: Vocational Rehabilitation, Work Source, SSA and others to leverage every possible resource Data, reporting and fiscal models Disseminate results - get the word out Evaluate results to achieve continual improvement
