Global Monitoring System (GMS) • Congress Resolution C45 instructed the POC to implement GMS as a UPU global system • GMS pilot in 2009 (21 members): 2 PAPU members (Togo, Tunisia) • 40 new members are joining GMS in 2010 – • 15 from Africa (excellent!) (Algeria, Benin, Botswana, Cameron, Eritrea, Ethiopia, Ghana, Kenya, Malawi, Mali, Mauritius, Morocco, Senegal, South Africa, Uganda, Zambia)

POC 2010 – QoS decisions taken in C1 • GMS – 3 Resolutions • Compatibility of quality measurement systems with the agreed GMS technical specification • Extension of the mandate of the GMS Implementation Group to the 25th Congress (2012) • Creation of the GMS Quality link User Group and approval of its rules of procedure • Terminal Dues – 1 Resolution • Quality of Service standards and targets for 2011

International lighter-weight parcel products and services need to be retooled, under the leadership of the UPU, to meet buyers’ changed needs In the era of the Internet, it is possible to shift customers attention from “price” to ‘value for money’ with a well designed cross-border parcel product that takes advantage of the strengths of operators Need to build on return to growth for direct mail UPU leadership can encourage a return to growth Market study – main conclusions

  10. UPU Market study: Conclusions about pricing for letters and TDs TDs represent a small portion of an international letter tariff. Tariffs allow high margins for ABC and ABB remail for letters (risk of arbitrage) The TDs paid to a transition TD system destination country for heavy items are too high, penalising postal development The flat rate per kg in the transition system is a source for abuses and a threat to the international postal system
