The Department’s Mandate DWA: Key role is to provide leadership within the water sector: National regulator of the water sector Develop national policy, norms and standards, guidelines Provide targeted support to municipalities , where necessary, in line with its regulatory function to ensure compliance with minimum national norms and standards. good performance and efficientuse of resources. good contracting practice iv) Information management Water Services Authorities (WSAs): Municipalities with a constitutional mandate for: Water and sanitation delivery Policies and by-Laws Planning and reporting Local regulation of water services provision Performance management

Support to Local Government National and provincial government have a constitutional obligation to support and strengthen the capacity of local government to provide services Local government support provided by the Department- aimed at creating an enabling environment for WSAs to perform their functions and manage their own affairs. The support is aligned to the Strategic Framework for Water Services & the various strategic goals within the Department’s multi-year strategic plan. The support contributes to the following elements of the local government ten point plan: Improve the quantity and quality of municipal basic services to the people in the areas of access to water, sanitation, electricity, waste management, roads and disaster management. Enhance the municipal contribution to job creation and sustainable livelihoods through Local Economic Development (LED). Ensure the development and adoption of reliable and credible Integrated Development Plans (IDPs). Build and strengthen the administrative, institutional and financial capabilities of municipalities. Develop a coherent and cohesive system of governance and a more equitable intergovernmental fiscal system.

LG Support linked to DWA Strategic Priorities & Outputs Strategic Priority 1: Contribution to effective economic growth & social development: Strategies & feasibility plans to reconcile water requirements & available resources Sharing information from reconciliation studies & assisting WSAs to develop strategies for Water for Growth and Development Major economic centers & 26 priority growth nodes Implementation of the Regional Bulk Schemes to support access to water and sanitation programme (67 WSAs benefitting) Rehabilitation and refurbishment of the transferred water services schemes 59 Transfer Agreements concluded and in process of implementation (about 1 600 individual schemes)

LG Support linked to DWA Strategic Priorities & Outputs (2) Strategic Priority 1: Contribution to effective economic growth & social development Implementation of the O&M strategy for water services infrastructure Strengthen & apply sector leadership & regulatory role (all municipalities) Finalise Asset Management Strategy Build knowledge, appropriate planning & local ownership Priority No 1: LGTAS - Work with CoGTA to ensure all WSAs develop O&M plans Reviewing the pricing strategy & infrastructure funding model Develop Cabinet Memo and communicate to municipalities Strategic Priority 2: Contribution to rural development, food security and land reform Implementation of the rain water harvesting programme Targeting municipalities with communities in deep rural areas for the programme

LG Support linked to DWA Strategic Priorities & Outputs (3) Strategic Priority 3: Ensuring sustainable and equitable water resources management Amendment of the water-related legislation Review Water Services Act Finalise Regulations 2834 (process controllers) Review Regulations 9 & 10 to strengthen regulation of access to basic services and tariffs Apply legislation through programme applications Strategic Priority 4: Effective support to local government Communication & information dissemination to promote understanding of policy; legislation; regulations; guidelines & tools (Cllr & Sector training; Blue Drop Certification; Green Drop Certification; Regulations Performance Management System; WSDP; Asset Management Strategy; WCDM). Planning (Reference Framework; IDP/WSDP reviews) - focus on all municipalities Monitoring (support WSAs with appropriate software to capture & manage DWQ and EQ [eWQMS; eWISA; Municipal Assistant; BDS; GDS]; Drinking Water Quality and Waste Water Quality Assessments [BDC; GDC]; Risk based regulatory assessments (waste water) and development of risk reduction action plans –focus on municipalities without systems; critical and high risk municipalities

LG Support linked to DWA Strategic Priorities & Outputs (4) Strategic Priority 4: Effective support to local government Enforcement Protocol (EP): non compliant municipalities are required to implement corrective plan of action. EP allows for parallel measure such as support measures to compliment regulatory action – focus on non-compliant municipalities Ensure compliance to norms; standards; strategies and policies in project implementation (technical report assessments; spot checks; develop universal access to basic services policy) Implementation of the ACIP with 3 priorities areas: - Community infrastructure projects for water (13) and sanitation (14) - Water Conservation and Demand Management (4 metros) - Waste Water Infrastructure and refurbishment projects (20 municipalities) DoRA fund for drought stricken regions (dedicated fund 3 provinces) Development of Water Conservation & Demand Management Plans (Priority in LGTAS – regions will select those municipalities in water scarce catchments) Facilitate LGSETA funds for training of process controllers- focus on critical and high risk municipalities

LG Support linked to DWA Strategic Priorities & Outputs (5) Strategic Priority 4: Effective support to local government Development of Technical Capacity -these initiatives are limited due to insufficient funding. Negotiations to take place with CoGTA to utilise the support structures set up under the LGTAS (Technical Assistance Centre) - focus on C WC; Emergency Response Facility- focus on critical and high risk municipalities) Strategic Priority 6: Improve the Department’s capacity to delivery quality services Compliance to legislative mandates by institutions Regulations Performance Measurement System; Green Drop Certification; Blue Drop Certification
