  4. KCC are looking for providers with.. • Flexibility to deliver training based on KCC’s Workforce Development Strategy • Expertise to provide development which will improve skills & knowledge • Deliver services adaptable to change

Tender Process • Tender documentation and questions will be placed on Pro-Contract (via the Kent Business Portal www.kentbusinessportal.org.uk) • Questions will include a mixture of pass/fail and assessed questions • Great care should be taken with all questions • Assessed question will require a written response • Criteria and question weightings will be clear within the Instructions to Tender document on the Kent Business Portal

  8. Tender Process • Supplier guidance is provided on the Kent Business Portal at each stage of the tender process. Guidance notes are on the right hand side of the screen in blue. • Clarification Questions will be accepted through the portal only and answers will be published to all. • If you require any technical support using the Kent Business Portal, please contact Due North via the contact details on the portal

Tender Process - Reviewing the requirement • Review the bid documents as soon as they become available and allow time to complete response and submit on time. • Don’t leave it until the last minute to complete your submissions; responses submitted after the closing date will not be accepted. • It’s essential to carefully read and adhere to instructions in the bid documents and submit only information required. • Ensure you understand the requirement – if you don’t understand, clarify it using the discussion forum on the portal. • If you already supply goods or services to the Council or Community, don’t omit information because “we should already know.” The evaluation team will ONLY use the information provided in the submissions or otherwise received as a direct result of the project.

Tender Process • What to submit • Response to Lot Requirements which you are tendering for • Signed Anti Collusion Certificate • Pricing Schedule • What NOT to submit • Marketing materials • Any unnecessary documentation not directly linked to tender • Copies of certification, insurance etc. These will be requested from selected suppliers at award stage.

  11. Evaluation Methodology • The process will consist of an Invitation to Tender (ITT) Stage which will incorporate some mandatory pass/fail requirements. If your submission does not meet the pass/fail requirements then the tender will not be evaluated. • Bids will be disqualified if: • Incomplete • Non–Compliant • Late • Submitted in formats other than specified

Evaluation Methodology Selection Criteria • Health and Safety, Equal Opportunities, Environment, Safeguarding and Quality policies and accreditations • Track record in delivering similar services and industry specific accreditations Award Criteria • Approach to service delivery • Staff competencies, qualifications, CVs etc where relevant • Pricing schedule

Working with other Providers to Propose an Overall SolutionBidding for lots where one provider may not cover all courses • KCC will welcome joint bids for this contract and encourage you to ensure coverage of all areas of each lot within the tender documentation • Any joint bids will need to be declared in the tender documentation • KCC would require ONE point of contact for the framework operation and account management
