  3. April 8, 2011 • Over 400 homes damaged • 45 homes condemned • Three communities affected: • Mt. Olivet • Pulaski southside • Draper • Phase I – Initial Response – Assess, Dry and Safe Focus • Phase II – Initial Recovery - Debris Cleanup, Repairs • Phase III – Long Term Recovery – Rehab, Rebirth

  6. Recovery By The Numbers

Recovery By The Numbers Together with partners, volunteers, and donors, we: • Repaired over 75 homes with minor to major damage, including new roofs, windows, and debris cleanup. • Assisted over 30 families with food, shelter, furniture, clothing, and utilities. • Gutted and rebuilt 4 homes. • Razed and replaced 15 homes. • Received five parcels in exchange for demolition costs.

Enter… The Town and County of Pulaski received two UNOS grants to continue recovery efforts in December 2011. • Single project team comprised of Town and County, Grant Administrator, and Rehabilitation Specialist. • $1.4MM : 14 Rehab, 12 SR, 2 Demo. • Use of volunteer labor to construct SRs (pilot). • Unique priority system including degree of structural damage. LMI prioritized but not mandatory. • Utilize construction and case managers.

Challenges on this New Frontier… • How do you articulate volunteer contribution in the Program Design? • What’s the Rehab Specialist’s Role/Responsibility? • Bidding materials and small contracts • HQS , QC • “TRF way” vs. “CDBG way” : opportunities and challenges with transition between response phases.

  10. Pilot Program: Construct 3 SRs with Volunteer Labor 3 Volunteer Homes 3 Contracted Homes * Includes contract fees for masonry and HVAC.

ReBuilding Success • Houses #1-2-3 for DHCD were #18-19-20 for our recovery effort. • Long term commitment from well-coordinated “professional” volunteer organizations. • Continued local vendor partnerships. • Dedicated construction and case managers. • Investment by volunteers and project leaders.

Minding the Ps and Qs There is “extra work” : • Scheduling/timing volunteers • Providing staff to do on-site supervision • Tracking and valuing contribution of volunteer hours • Tracking expenses – many invoices vs. typical 3 or 4 • Establishing finished values for new construction • Additional paperwork and liabilities

ADDITIONALPAPERWORK AND LIABILITIES?!! • Extra section in Program Design: • “Volunteer-Built Home Procedures” • Volunteer Application/Information/Waiver • Owner’s Affidavit establishing owner as GC • Locality’s insurance coverage for volunteers • Homeowner insurance during construction • Locality provides General Warranty for 1 year • May need outside assistance for “construction quality” issues if complaint arises

  23. A $62,000 house can be built for $32,000. The Outcome is Worth It. CDBG dollars go further, accomplish more.
