  5. Aim • To enhance the proficiency of the port facility security team in responding to intrusions and contingencies as well as the actions required for a higher security level.

  6. Objectives • Security staff to handle intrusion and various contingencies in accordance with the procedures in the PSFP. • Security staff to implement measures for higher security levels in accordance with the PFSP.

  7. Desired Outcomes • Able to respond correctly to intrusion and other contingencies. • Able to implement measures for a higher security level within the stipulated time. • Able to carry out their duties relating confidently. • Able to suggest changes or improvements to the security plan and procedures, if any.

  10. Control Team (cont) • 1 x drivers of vehicle for ship’s stores • Simulator 1 – Acting as contractor • Simulator 2-5 (3-4 persons) – Acting as stowaways in container to be pre-arranged to enter the port facility.

  11. Participants (Players) • Port Facility Security Officer • Operations Manager • Security staff • Operations staff • Logistics, administrative or other staff, as required

Materials • Consignment of ship’s store and delivery vehicle • Ship in harbour • Copy of a long term pass to the port facility • Packs of white powder (or pills) in a shoe-box sized carton, simulating drugs • Simulated parcel bomb in a shoe-box sized carton, with a tickling clock • Empty shipping container in the port facility • Placard that states “This is a warning. The next one will be a real one!” • One or more placards that states “Locks are cut but container

Scenario • Organised crime cartels have targeted the various port facilities to as conduits for their illegal activities. • However cartels have not had an easy time trying to carrying out their illegal activities. • As such, they may resort to infiltrating the port facilities or make threats against the port facilities to obtain their cooperation.

  16. Safety • Physical safety of personnel is paramount • There is to be no physical contact between player and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment

  21. Controller Tasks • The technical controller will declare that the vehicle scanning equipment is not working but should take measures to ensure security is not compromised. EPCT will decide on location and exact equipment to be used. • EPCT will decide on the warehouse to be used and the missing items should be similar to the items stored in the warehouse. • Intruder assuming the role of contractor should attempt to enter with the fake pass. • EPCT will decide on the location of the side gate to be used.

  22. Controller Tasks (cont) • The simulated contraband should be placed on the delivery vehicle before it reaches the port facility. The driver will have proper document except for the extra bags. Upon completion, driver will show documents to allow delivery. • The simulators assuming the role of stowaways should be arranged to enter the port facility before the exercise. The container to be used should be thoroughly ventilated but discreetly. The door should be left ajar and the stowaways seated near to the opened door. EPCT will decide on the location of the container to be used.
