  22. المحكمين Peer Review هنالك نقد بخصوص هذا المؤشر تمت الاستعانة بحوالي 5101 محكم من الجامعات من جميع أنحاء العالم وأوروبا، الشرق الأوسط، أفريقيا 40%، أمريكا 30%، آسيا – منطقة الباسفيك 29% مغالاة وزيادة كبيرة في وزنه (40% لرأى المحكمين). 50% من محتوى المؤشر مبني على معلومات أو سمعة علمية ظاهرة وموجودة. إستجابة المحكمين ضئيلة. طلب رأي 190000 محكم وتجاوب 1600 محكم نسبة الاستجابة أقل من (1%) عام (2006) وأغلبهم من قراء مجلة Times من بريطانيا واستراليا ونيوزيلندا وماليزا . هنالك خلل في الاستبيان المقدم للمحكمين ، حيث يطلب الرأي دون تقديم معلومات عن الجامعات أو المؤشرات المستخدمة للتصنيف.
