ACCIDENTS AND REASONS THEREOF • Unauthorised persons working on line/equipments • Working without obtaining proper line clearance • Working without using safety appliances • Working without proper instructions of superiors • Wrong feedback from persons who receive the line clearance • Negligence, carelessness, haste and overconfidence • Intoxication while workings on live lines, lack of knowledge of system network

ACCIDENTS AND REASONS THEREOF Contd….. • Improper coordination • Low clearance arising out of road widening and heightening • Excessive sag of line conductor • Construction of building in close vicinity of high voltage & low voltage lines • Attempt to steal electricity (hooking ) • Long service connection lines without proper supports • Ignorance of consumer and public • Down end / snap conductors not dealt properly

Till LC is received from all sources every line or equipment shall be treated as live Relay coordination should be ensured with OPTCL & other CPPs for clearance of faulty feeder at shortest possible time All consumers irrespective of category should be instructed not to connect Generators, Inverters etc. without any express permission from the utility company Hang danger board at all strategic places to ensure safety at work spot Enforcing safety rules and procedures No compromise / second thought on using safety appliances State own authorities like PWD, NH, roads and buildings and other agencies should take approprite approval before executing their projects Safety rules and procedures should be displayed at conspicious places, print and electronic media for awareness of the consumer and general public PRECAUTIONS TO BE OBSERVED FOR AVOIDING ACCIDENTS

Barbed/ wall fencing should be mandatory for the existing sub-stations and new sub-stations including grid sub-stations Anti climbing fencing is to be mandatory in all supports carring live as well as dead HV & LV lines Constuction of building beneath / close to the vicinity of HV and LV lines is to prohibited Pamphlets / Guide book should be distributed among employees as a ready reckoner. Enforcing provisions contained in IE rules and acts should be stringent Periodical checking and assessment of safety rules and procedures should be enforced by appropriate authority PRECAUTIONS TO BE OBSERVED FOR AVOIDING ACCIDENTS Contd…..

  6. Workmen shall be properly trained Proper dress for workmen Solitary execution of works by workmen should not be encouraged. For new lines and substations proper clearance and distance should be maintained For temporary earthing should be enhforced before taking on the works Procedure of line clearance both at the time of obtaining the LC and returning the LC should be adhered to. Check list before working on line should be prepared PRECAUTIONS TO BE OBSERVED FOR AVOIDING ACCIDENTS Contd…..

SAFETY SLOGANS THE FOLLOWING SLOGANS SHOULD BE DISPLAYED AT EVERY SUB-STATIONS AND GRID SUB-STATIONS AND ALSO SELECTED PLACES ALONG THE LINE: No job is so urgent or no service is so important that it prevents you taking time to do safely Accidents do not happen, they are caused Work safe today-Be back tomorrow Monkey business has no business in any business Learn first aid, you may save several lives

Men who knows Electricity best –Respect it Bright people use right tools Safety is everybody’s job Employing ELCBs at service connections is mandatory Do not locateplug points close to floor level-children may play with them Do not locate operating rods below vent pipes of DTRs Always be alert . Nobody will be hurt Do not expect your subordinate working atop to greet you when you arrive SAFETY SLOGANSContd….

SAFETY PRECAUTIONS FOR PROTECTION AGAINST ELECTRIC SHOCK Unauthorised persons shall not attempt replacement of transformer fuses Other than utility employees shall not try to replace street lights or set right service wires Inform nearest utility office if loose or hanging wires are noticed While drilling bore wells ensure that the casing pipes do not touch live wires while they are being lifted up Do not touch low lying or snapped conductor Do not lean against electric poles Do not stand beneath overhead lines while heavy winds are blowing

  10. WHAT IS NECESSARY TO IMPROVE SAFETY? Attitude to achieve safety Proper use of safety devices Proper training for all Proper up-keeping of safety tools Constant improvement upon the safe working practices Analyse the cause of accidents and prevent re-occurance Strictly follow the safety rules

RESPONSIBILITY OF EMPLOYEES Report : Potential Hazards Observe : Safety rules procedures and other code of practice Use : with all care of the tools, equipment, safety equipment and protective clothing provided by the company. Participate : In safety training courses when called upon to do so Make use : Of the knowledge imparted during the safety training Take : An active and personals intrest in promoting consiousness for health and safety
