Overview Baltimore City Public Schools 2 • Baltimore City Public Schools • Founded 1829 • 35th Largest System in U.S. (by Enrollment) • 82, 866 Students • Student Demographics • 198 Schools-including 30 Charter Schools • FY 11 Budget: $1.23 B; $10,251 per pupil spent at school level • Governance • Board of School Commissioners (9) • Jointly Appointed by Mayor and Governor: City/State Partnership since 1997 • City Schools is a separate agency-not under direct control of City Government
Maryland Charter Law Baltimore City Public Schools 3 • Enacted 2003-40th State to adopt Charter Legislation • Elements of Charter Law • LBEs are the primary chartering authority • May be a newly created or a conversion school • Eligible applicants include parents, staff, nonprofits, and public institution of higher education • Charter schools must be open to all students • Charter school staff are subject to the collective bargaining agreements of the chartering district • State certification requirements apply to charter schools employees • Funding must be commensurate with funding of other system schools • Must administer all state assessments and provide special education services as appropriate
