FARM BILL 2008 Food, Conservation, and Energy Act of 2008 Sec. 10202 National Clean Plant Network – Program Background • Establishment - USDA shall establish ‘Nat’l Clean Plant Network’ for pathogen diagnosis and elimination • Products - Clean plant material made available to States for certification programs; and to private nurseries/producers • Consultation - Consult w/State Depts. of Agric. and Universities • Cooperation - Use existing Federal/State clean plant centers • Funding - $5m/yr. x 4 years ($20m total) till expended • Nursery Certification – Clean material available to States for certified programs and to industry January 2010

NCPN Mission The NCPN provides high quality asexually propagated plant material free of targeted plant pathogens and pests that cause economic loss to protect the environment and ensure the global competitiveness of specialty crop producers.   12. - NCPN governing board: Future ARS/NPGS representative- NPGS genebanks: Pathogen testing/cleanup priorities - Genebank vs Certification Program- High priority pathogen tests might include viruses, viroids, phytoplasmas that are: • Pollen or seed borne, thus high impact to breeders • Mechanically transmitted • Cause significant disease symptoms • Insect or nematode borne for clonal field collections • Availability of reliable or inexpensive assay, ie ELISA
