PSD Afloat WG Charter Mission: To identify and remove barriers related to improving pay and personnel service to the fleet Scope: Start: April 2009 Stop: When recommendations have been implemented and timeliness metrics have significantly improved (goal of 97%) Deliverables: Metrics distribution to the fleet on a monthly basis Quarterly communications and progress reports to Senior Leadership (SWE) WG’s held monthly to discuss performance and initiatives

  3. PSD Afloat supports ~177 ships/staffs Approximately 35K transactions are processed each month Metrics are collected monthly for each ship, Squadron and servicing PSD: Timeliness % Ship to shore submission time Processing time w/in PSD 64 types of transactions Transaction / Analysis

  15. WINATOS = Windows Automated Travel Order System AFLOAT and ASHORE Legacy Order-Writing system used by the fleets and associated shore units. Uses WINIATS as the travel voucher-processing module Legacy DTS Afloat Shore Support (DTS SS) Systems / Manpower LEGACY DTS AFLOAT SHIP (CNSF MANPOWER) CNSF MANPOWER DTS = Defense Travel System DOD End-to-End Travel Management system, encompassing order writing, transportation, lodging, rental car, misc, travel claims with electronic payment to GTCC or personal Bank Account. CLASS ADVOCATE (CNSP N44) – Travel Auth/ Processing and Approval. Voucher input. TYCOM – Voucher approval, Infrequent traveler airfare billing reconciliation, Debt Management, Travel Audit function, Travel Card Management, CNSF specific help desk support PSD / TPC (CNIC) MANPOWER WINIATS = Windows Integrated Automated Travel System Legacy Voucher-Processing system for all forms of travel. Run by DFAS for Army, Navy, and USMC. Used by services to compute travel. Used by DFAS to convert manual vouchers to digital format

  16. Benefits SAILOR: No requirement to wait in line for computer on ship to submit travel request. Quicker payment. Reduces possibility of late payments that impact finances, credit, Sailor/Family QOL. SHIP: No requirement to submit travel requests via DTS, struggling with bandwidth, timing out, etc. Travel Program easier to manage, no more order drafting via WINATOS. Only producing Passenger Reservations Request (PRR). CNSP N44 (TYCOM) does the majority of the work associated with travel PSD: No longer have to wait for Sailor/Ship to submit travel claim for processing. No longer have to process TDY claims in WINIATS, no backlog. Travel Timeliness improves drastically TYCOM: Increased visibility over fleet travel, and quick view of TYCOM funding/controls, enhanced audit, debt management, reconciliation, i.e. back end travel management

  17. DTS (SS) Process Ship’s Travel Clerk submits PRR via TOPS to CNSP N44 (CRUDES/AMPHIB Class Advocate) for entry into DTS CNSP N44 Clerk enters Sailor data into DTS as if Sailor would do themselves with DTS access CNSP N44 ACOS assesses cost, validity, etc. and then approves/releases in DTS generating travel arrangements Ship/Sailor receives approval, Sailor gets advances (if applicable), e-ticket arranged, etc. Sailor performs travel Sailor returns to unit, provides receipts, etc. to Ship’s Travel Clerk, who scans (PDF) and sends to CNSP N44 CNSP N44 Clerk enters Sailor’s receipts into DTS as if Sailor would do themselves with DTS access CNSP N44 ACOS reviews expenditures, validates, approves CBA/IBA (Charge Card) paid via DTS, Sailor receives reimbursements direct to Bank account on file. CNSP N00F (Comptroller) Debt Management, Auditing, Budgeting
