The INAHTA Working Group 3 Annual Meeting in Rio de Janeiro, June 2011, focused on critical issues surrounding stakeholder involvement in Health Technology Assessment (HTA). Key themes included the measurement of HTA influence, strategies for consumer engagement, and the impact of HTA decisions on disinvestment. Consumers in HTA survey • Origin - approach in 2009 from HTAi Interest Group on Patient and Citizens in HTA • 2010 survey a follow - up to that undertaken in 2005 • Included two new items suggested by HTAi Group • 33 responses, thanks to AETS, AHTA, AHTAPol, ASERNIP-S, AVALIA-T, CADTH, CAHIAQ, CDE, CENETEC, CNHTA, CVZ, DACEHTA, DAHTA, DECIT, DHTA, Finohta, G-BA, GÖG, HAS, HIQA, HIS, HITAP, ICTAHC, IHE, LBI - HTA , MAHTAS, NETSCC, NHSC, NOKC, OSTEBA, SBU, UVT, VASPVT. • Report in May, included in agenda papers
Consumers in HTA survey - findings • 50% of agencies involve consumers, large majority intend to do so in the future (similar to 2005) • Consumer/ patient organizations most common type of contact, also individuals for large minority of agencies • Time & resource constraints, rapid reviews, projects in confidence, present challenges for wider involvement.
Consumers in HTA survey – findings (2) • Higher proportion of agencies in 2010 used consumer input to data analysis or drafting sections of HTA reports • Increase in provision of summaries of HTA reports, and in involving consumers in dissemination. • Positive attitude to consumers in HTA, level of involvement relatively limited, little change from the 2005 findings
HTA influence survey • Preliminary report is in meeting papers • Based on 19 responses by end May from: AHTA, ASERNIP-S, AVALIA-T, CADTH, CDE, CNHTA, DACEHTA, Finohta, G-BA, GÖG, HIQA, HIS, HITAP, NHSC, NOKC, MAHTAS, OSTEBA, SBU, VATAP • Further responses sought, to include in final report!
HTA influence survey - findings • 74% of agencies measure influence of at least some HTA products. Most of the remainder intend to do so • 40% have strong links to regulatory machinery, another 40% have some link with regulatory processes • Various methods and sources used to obtain feedback • Indications of influence consistent with previous surveys
HTA influence survey - findings • Opinion that most HTA products had an important influence • HTAs with major influence on decisions more likely from agencies with strong links to regulatory machinery • Information on influence used in several ways in management of HTA programs, also to inform funders and clients
HTAs and disinvestment decisions • To consider early indications of the influence of HTAs on disinvestment decisions. • Suggestion by the working group • Preliminary consideration of literature and possible approaches • To develop over next year
