INFORMATION BRIEFING Purpose: To provide Workshop participants with information pertaining to Uniform Funding and Management and Human Resources.
Installation Implementation Schedule • CPAC’s will: • Inform local unions and I&I bargaining (if applicable). • Send a letter to APF MWR employees offering the opportunity to convert to NAF. • Participate in APF employee Town Hall Meeting. Use slide guidelines provided on HR website - revise to meet Installation needs. • Provide the Employee Information Guide to APF employees. • Inform employees on the portability of benefits. • Process personnel actions. • Advise employee if leave is paid out – do not spend – repay. • Visit the www.ArmyMWR.org website, click on MWR Professional/Human Resources/ UFM for details.
Employee Move from APF to NAF • APF employees will not be forced to convert to NAF. • If employee does not consent to conversion, employee may not be removed or reassigned. • Conversion will be without a break in service. • Conversion shall not entitle employee to severance pay, back pay, or separation pay under Subchapter IX of Chapter 55 of Title 5. • Conversion will not be considered an involuntary separation or other adverse personnel action entitling an employee to any right to benefit under such title or any other provision of law or regulation.
Employee Move from APF to NAF • An employee moving to a NAF UFM position may separate from civil service through retirement. • It is important that the Civilian Personnel Advisory Center provide guidance and information on Portability retirement options and intricacies of those provisions as applicable to each individual's set of circumstances. • Civil Service employees moving to NAF with their position will be appointed without competition under authority of AR 215-3, 2-3.a.(3). The Nature of Action "Appointment, P.L. 101-508", notwithstanding any prior NAF service.
Employee Move from APF to NAF • The move must be made within 3 days and the employee's annual leave, sick leave balance (if any remaining after crediting under a retirement) transfers, and the service computation date moves with the employee. • Portability provisions state that all employees who move with a break of service of no more than one year between DoD or Coast Guard NAF positions and retirement covered civil service positions in any agency may elect to continue coverage in that retirement system following the move. Alternatively, the employee may enter the NAFI employer's retirement system with no service credit.
Employee Move from APF to NAF • Employees moving to NAF, and who are eligible (regular appointment category), may elect to participate in the NAFI's medical/dental, life insurance plans. Those who have elected to participate in the NAF retirement plan (one time election) may also participate in the NAF 401 (k) plan. • Under UFM, Army established pay setting rules for this particular "Voluntary" Portability move. • Army policy states that pay will be set at the same salary as the employee was making immediately before the move.
Position Conversion APF MWR Positions will convert to NAF when the position becomes vacant unless the position is encumbered by statutory return rights.
