WG 5: LVD implementation and industrial aspects • Task 1: Implementation problems related to the LVD between producers, trade and consumers • Task 2: Testing problems in NAS • Task 3: Requirements for assessment of products in EU and NAS • Task 4: Conference on the legal, economical and financial aspects of the full implementation of LVD

WG 5: LVD implementation and industrial aspects Activities in the period 01.01.2003 – 31.05.2003 • Propagation of the principles, objectives and activities of INCOLAB project to a wider audience in Bulgaria by means of meetings and publications • Collecting the necessary information about producers, importers and tradesmen of electrical appliances • Strengthening the institutional triangle by establishing closer relations between testing laboratories, regulatory bodies, producers and customers • Organizing meetings with producers, importers and tradesmen of electrical appliances for discussing the existing situation and problems on the implementation of LVD • Collecting information on harmonized standards and their implementation as well as on Co marking • Participation in 3 seminars on implementation of LVD, GPSD as well as on conformity assessment of electrical products (practices and procedures) • Preparation of draft questionnaires in the scope of tasks 5.1, 5.2 and 5.3 sent among the INCOLAB project participants for consideration, remarks and proposals

WG 5: LVD implementation and industrial aspects Problems identified: • Insufficient knowledge on the specific regulations concerning electrical products • Underestimating the role of the Declaration of Conformity • Lack of certified electrical components or usage of non-certified ones • A very limited number of accredited laboratories for product testing in the scope of LVD due to the process of re-accreditation of the testing laboratories in accordance with the requirements of BDS ENISO/IEC 17025 • Underestimating the capabilities of some testing and certification procedures as un instrument for assuring access of Bulgarian electrical products to the foreign markets • Not respecting the form and size of Co marking and other makings • Selling products by means of companies - mediators

WG 5: LVD implementation and industrial aspects Forthcoming activities • To identify the existing problems in implementation of LVD between producers, trade and consumers • To identify the existing problems in the testing laboratories and to compare the approaches in implementation of test methods in Bulgaria and in EU partners • To analyse the existing requirements for products in Bulgaria and EU and to identify the existing differences in these requirements • To improve and make more effective the relations and cooperation between producers, testing laboratories, regulatory bodies and consumers
