  2. Agenda • Status of Federal Funding for Ed Tech • No Child Left Behind Reauthorization • E-Rate and Related Issues

  3. Current Federal Funding – EETT • Block grant to states; states distribute 95% $ to districts: ½ by formula and ½ by competition • Funds can be used for any technology purpose • 25% of both competitive and formula funds must be used for professional development

FY09 EETT Funding in Crisis STATUS • Administration has proposed – for the 4th year in a row – to eliminate EETT • House Appropriations Chair Obey has threatened to pass a CR and let next President determine FY09 spending • Still must make every effort to get good marks for EETT in draft spending bills. • House to mark-up education spending bill in June.

NCLB Reauthorization • No Full Reauthorization Bills Introduced To Date • Last Year: House discussion draft circulated and lambasted by all sides. • Big Issues: Alternate AYP measures, assisting particular subgroups, funding and merit pay • This Year: Any action will be in Senate but Senate action unlikely given lack of time and HELP Chairman Kennedy’s illness.

  9. Ed Tech in NCLB Reauthorization • ATTAIN Act (HR 2449 and S. 1996) • House: Sponsored by Reps. Roybal-Allard (D-CA), Hinojosa (D-TX), Biggert (R-IL) and Kind (D-WI) • Senate: Sponsored by Sens. Bingaman (D-NM), Burr (R-NC) and Murray (D-WA) • ATTAIN Revamps EETT by Focusing Funds on: • Professional Development • Systemic Reform Programs that Use Technology • Schools in need of improvement and LEP and Special Needs students • ATTAIN in House and (smaller) Senate Drafts!

E-Rate – The Basics • Discounts to public/private schools and libraries on telecommunications, Internet access and internal connections • Discounts range between 20% and 90% • $2.25 billion per year • Internal connections prioritized based on need • Paid for by USF – assessment on interstate and international revenues of common carriers • ALABAMA: $350 million from E-Rate in 10 years

  13. E-Rate Updates • Funding: $2.9 B available in Program Year 2007 but still only at 80% for internal connections. Reasons: • Loading up during 2/5 on years • 50% more admin appeals being granted

E-Rate Updates II • Proposal to Change Payments • Schools gain access to funding as soon as FCDL received • Draw down on bank accounts as needed • No invoicing and BEAR forms after but schools must keep receipts • Problems: waste, fraud and abuse detection hindered; record-keeping foisted entirely on schools; and private school participation impacted

E-Rate Updates III • FCC hands down E-Rate order on performance measures • E-Rate success NOT to be measured against academic measures but based on connectivity measures – as CoSN/ISTE sought. • Order mandates that USAC be measured on its performance (application processing/appeals) – as CoSN/ISTE sought. • Order extends E-Rate requirements on document retention and debarment to other USF programs – as CoSN/ISTE sought.

E-Rate Continuing Challenges Anti Deficiency Act • ADA: FCC cannot obligate funds unless sufficient dollars in accounts to cover obligations • 2004: FCC deems E-Rate subject to ADA and deems funding notifications to be obligations. • August-November 2004: USAC shuts down program • 2005, 2006, 2007 and 2008: Temporary exemptions • Next exemption expires December 31, 2008 • Permanent Exemption Legislation: S. 609 and HR 278

E-Rate Continuing Challenges II • Internet Safety • Deleting Online Predators Act • Would Require E-Rate Recipients to Block Access to Chat Rooms/Social Networking Sites • Issues: Local control; education vs. mandates; unintended consequences • Protecting Children in 21st Century Act • Guts DOPA: E-Rate recipients certify that they are educating students re. social networking/chat rooms/cyberbullying. • Just passed Senate!
