TCSE Terms of Reference • TCSE is a technical council of the IEEE Computer Society addressing application of engineering methods and principles to the development of computer software, and improvement of professional knowledge of techniques, tools, and empirical data to improve software quality. • TCSE sponsors the most influential conferences in software engineering, including the annual International Conference on Software Engineering (ICSE), and many other topical international workshops and conferences every year. • TCSE working groups bring together professionals and researchers worldwide to advance specialty areas within software engineering, including software engineering standards, reverse engineering, software reliability engineering, software reuse, software engineering education, and professional practice. • TCSE also sponsors both major awards and technical and service recognitions in software engineering, including: the Harlan Mills Award, recognizing researchers and practitioners who have demonstrated long-standing, sustained, and meaningful contributions to the theory and practice of the information sciences, focusing on contributions to the practice of software engineering through the application of sound theory; and, the Software Process Achievement Award, recognizing software professionals or teams responsible for significant improvement to their organization's software process.
