  1. DEWG – WON Guidelines The WECC Data-Exchange Work Group (DEWG) was asked to address Recommendation #11 from the Sept 8th outage report: Recommendation 11: TOPs should engage in more real‐time data sharing to increase their visibility and situational awareness of external contingencies that could impact the reliability of their systems. They should obtain sufficient data to monitor significant external facilities in real time, especially those that are known to have a direct bearing on the reliability of their system, and properly assess the impact of internal contingencies on the SOLs of other TOPs. In addition, TOPs should review their real‐time monitoring tools, such as State Estimator and RTCA, to ensure that such tools represent critical facilities needed for the reliable operation of the BPS.

DEWG – WON Guidelines The WECC DEWG addressed this recommendation as follows: • Reviewed the data-exchange portion of the RTBPTF report which: • Pointed to the "ISN Node Responsibilities and Procedures" document as a good example of needed guidelines • Specified additional topics that should be covered in such a document • Based on that, the WECC DEWG decided to: • Create a WON-specific document similar to the "ISN Node Responsibilities and Procedures" document, and • Incorporate into it the relevant RTBPTF recommendations • As our concern is reliability, not regulatory compliance, we were not concerned with the formal drafting process for NERC Standards.  The process we followed was: • First, a small group of contributors created the initial draft • Then, all members of the DEWG reviewed and edited to develop the draft that was posted for comment. • Finally, the document was updated to address comments received. The goal of this document is to provide a clear and consistent message to all WON users about expectations and, therefore, increase and improve data-exchange.

  3. DEWG – WON Guidelines Motion The Operating Committee (OC) approves the Guideline for WECC Operations Network Node: Responsibilities and Procedures as recommended by the Data Exchange Work Group (DEWG)
