  2. Research Context • UK has been in the longest recession since records began • Resulted in sharp rise in unemployment over the past 18 months

  4. Worklessness and Transport

  5. The Problem • Workless often most deprived in the country • Public transport often unaffordable – access to interviews and training constrained • Low mobility increases social exclusion

  6. Transport Schemes to Assist Jobseekers

  7. Background • Majority found in urban areas run by PTEs or ITAs • Most offer free travel assistance to interviews or new jobs • Also offer personal journey planning • Fill a gap in service provided by Jobcentre Plus • Eligibility: • Live within the local area • Be unemployed • Claiming benefits • Aged 16 years or older • Have a permanent job offer of work for 16 hours a week or more

  10. Has it been successful? • 91% of clients said that WorkWise has had a significant impact on their life • “WorkWise makes a huge difference to people that aren’t earning very much. When I was looking for jobs I used to fret and panic about how I could afford to get there, adding up in my head what I could and couldn’t afford. Having a bus pass takes away that worry” (middle-aged female) • Over 75% of clients have told their friends andd family about the scheme • Over 90% of former clients continue to use public transport as their main mode of daily travel

The Funding Issue • Short-term funding – insecure future • “Where a Local Authority want to offer a WorkWise type scheme, the Government (DWP) pledge to partner it and put in 50% of the funding. The remainder of the funding will be matched by local partnerships” (Passenger Transport Executive Group)

  13. A Rough Estimate • 1,199,010 x 38% = 455,624 • 351,615 x 38% x £250 = £33m • Of course not all would need 3 months support • Cheaper than £64.60 per week to provide JSA

  15. Conclusion • WorkWise schemes have proved successful • They support sustainable development • They are needed more than ever following the rise in unemployment • The case for mainstreaming must be taken seriously – it can save money
