RPG Project Review Update Acceptance Letters are in process for: Austin Energy Hicross-Slaughter Lane 138 kV Circuit Project (Tier 2) Oncor Renner SVC Expansion (Tier 3) Oncor Stanton East-Big Spring Switch 138 kV Line Rebuild (Tier 3) The ERCOT Southeast Loop (Tier 1) project is in Study Mode and the in the Independent Review will be done through the Five-Year Transmission Plan ERCOT Independent Review of the Oncor Lamesa Area Upgrades (Tier 1) will be done during the Five-Year Transmission Plan ERCOT Independent Review of the Oncor Comanche Peak 3 and 4 Addition Projects (Tier 1) will be done after the Five-Year Transmission Plan ERCOT Independent Review of the Austin Energy Decker to Techridge 138 kV Circuit Relocation Project (Tier 2) has just begun RPG Meeting

Projects in ERCOT Independent Review AEP Abilene to San Angelo Pre-CREZ Improvements Findings: Bulk West-North system is severely constrained before CREZ Local upgrades in West Texas have little or zero impact on reducing overall West Texas export congestion Generation with IAs in the Abilene-San Angelo area have collection system to CREZ already in place Pre-CREZ focus in area is on upgrading the Abilene-Leon 138-kV path Reliability problem on Abilene-Ballinger 69-kV network RPG Meeting

Projects in ERCOT Independent Review AEP Clear Crossing Project 2007 Five-Year Transmission Plan congestion that justified Clear Crossing: Limiting Element: Long Creek-Graham 345-kV line Contingency: Oklaunion-Fisher Road-Bowman 345-kV line Congestion occurred roughly 1/3 of hours in 2009 through 2011 Clear Crossing Tonkawa Long Creek RPG Meeting

Projects in ERCOT Independent Review AEP Clear Crossing Project Significant changes since Clear Crossing was recommended in 2007 Five-Year Transmission Plan: ~2300 MW additional wind with SGIA (including ~500 MW at Tonkawa) Long Creek station reconfiguration by Oncor in Spring 2008 Findings: Clear Crossing increases production costs by $20 million from Summer 2010 (in-service) through 2011 (pre-CREZ) and decreases wind MWh by 1.8% overall Little/ no benefit post-CREZ Will not be recommended by ERCOT RPG Meeting

Projects in ERCOT Independent Review Luminant North-South Congestion Mitigation Significant changes since original proposal: Alcoa load at Sandow decreased by ~500 MW Luminant announced retirement of ~3300 MW of gas generation in North and West (including ~860 MW at north end of N-S CSC) Some congestion reduction projects have already been implemented Sandow bus split and Sandow SPS#40 implemented Austin Energy installed SPS to protect Austrop 345/138-kV autos Trimmier-Killeen 138-kV line upgraded Oncor uprated Lake Creek-Temple Pecan Creek 138-kV line to 493 MVA PUC approved Goldthwaite-Evant 138-kV line upgrade as part of CREZ Really two problems: North-South zonal congestion and Sandow congestion Challenges going forward: Most upgrades cannot be accomplished before end of 2010 UPLAN model (nodal) does not capture the type of North-South zonal congestion that has occurred on occasion RPG Meeting

Projects in ERCOT Independent Review Luminant North-South Congestion Mitigation Current Status: Two 10-ohm switchable series reactors to protect Sandow-Elgin and Elgin-Gilleland 138-kV lines show savings but would only provide short benefit Series reactors could be installed by May 2010 but line rebuilds could be done by December 2010* Also evaluating new ROW options (345-kV and 138-kV) to determine if long-term solution might change short-term solution Waco Woodway-Waco Atco 138-kV line is limiting element in North to South transfer study on 2010 case *Not confirmed by TO RPG Meeting

  9. 2009 Five-Year Transmission Plan Scope Follow-Up Will add CREZ facilities into 2013 and 2014 reliability analysis Will look at congestion at existing wind facilities and how to resolve RPG Meeting
