What is the rationale for regional cooperation ? • Preventing re-inventing the wheel in every country • For small countries like Bangladesh, it becomes exorbitantly expensive to develop CDM concepts from scratch (perfectly cost effective for India or China) • If a CDM project has been implemented successfully in a nearby country, the most cost effective thing to do is to undertake a field visit and find ways and means to copy it, i.e., the well-known REVERSE ENGINEERING • For any program aimed at every country, it makes eminent sense to approach it through a REGIONAL STRATEGY
BASELINE SUPPORT • A group of regional baseline experts need to be created • These experts should be available to travel to any country in the region to provide direct assistance • Experts should be available via e-mail and telephone
BASELINE SUPPORT • Experts should concentrate in few areas of expertise relevant of the particular country where he/she is located • An expert’s network should be created so that they can consult each other • Adequate financial incentives should be provided
SHOWCASE GOOD PROJECTS • Successful CDM projects developed in one country, which can be replicated, should be showcased • WEBSITE – Full details of project with pictures, including details of how the project was conceived, developed and implemented • Assist experts/entrepreneurs from other countries in the region to visit these showcased CDM projects
IDENTIFY 4-5 PROJECT IDEAS • Projects must have replicability in more than 3 countries • Engage consultants to develop baseline • Engage consultants to examine investment additionality • For each project produce generic PDDs that can be modified by experts to reflect country variations
INNOVATIVE CDM IDEAS • A very important feature of CDM projects is that INNOVATIVE ideas can be developed into CDM projects • Such projects either DO NOT EXIST anywhere, or involve incorporating NOVEL concepts into existing activities • Innovative CDM ideas should be featured in a Website and in Printed Leaflets
INNOVATIVE CDM IDEAS • CDM concepts should be targeted at the non-expert level (entrepreneurs and businessmen), so that they can understand these and develop the initial business model by themselves • It is important to realize that convincing project OWNERS about the benefits of CDM is one of the biggest hurdles • Provide opportunities for entrepreneurs and CDM experts to meet, discuss and develop such ideas
Cooperation Amongst DNAs • DNAs in the region can cooperate in evaluating projects especially with respect to (i) Additionality Determination and (ii) Sustainable Development Criteria • DNAs, through each countries embassies, can assist people developing CDM projects to access good practices in other regional countries • Cost effective DNA level communication can be achieved at COPs and midyear meetings such as SBSTA
