  1. WEQ-OSNon-Firm Assignment Assignment Progress update To the WEQ-OS September 17, 2013 Ken Quimby – Southwest Power Pool (but not wearing that hat today)

  2. WEQ-OS Non-Firm Assignment Assignment: Develop recommendation(s) regarding handling of Non-Firm Transmission Service Requests with respect to Preemption and Competition

  3. WEQ-OS Non-Firm Assignment Perspective • WEQ-OS has focused on Firm transmission requests to date. Many of the concepts developed for Firm translate directly to Non-Firm. • Defender/Challenger definition • Duration and Priority definition • Right of First Refusal, as applied to Non-Firm, detailed in WEQ-001 Table 4-3 • Some parameters not specified in pro-forma, FERC Orders, or NAESB documentation

  4. WEQ-OS Non-Firm Assignment Identified Issues from Houston meeting and “conversations” • Applicability of PCM to Non-Firm • “Protected” Status • since we cannot use the term “conditional” • Timing Implications • Point at which Preemption/Competition will not begin • Defender Response Time • “Immediately” per pro-forma for Non-Firm Hourly • Tier 3 vs Tier 4 or Tier 5; Tier 4 vs Tier 5 preemption mechanics

  5. WEQ-OS Non-Firm Assignment Parking Lot Items addressed by identified Issues • #29 • #73 • #BB • #CC

  6. WEQ-OS Non-Firm Assignment Applicability of PCM to Non-Firm • Should Non-Firm be subject to or excluded from Preemption and Competition? • Non-Firm should be subject to Preemption and Competition

  7. WEQ-OS Non-Firm Assignment “Protected” Status? Like Tier – Competition (ROFR) scenario • Options • 1 hour prior to start (current NAESB approach) • Mirror Firm, i.e. Hour=an Hour, Day = 1 Day, etc • Tie to Regional Scheduling deadline • Base “Protected Status” on the earlier of 1 hour prior to scheduling deadline or 1 hour prior to commencement of service. • Follow Firm approach for creating window

  8. WEQ-OS Non-Firm Assignment Timing Implications • Point at which Preemption/Competition will not begin • Recommendation to follow discussion/acceptance of Firm mechanics • Add the requisite response times to previously established point

  9. WEQ-OS Non-Firm Assignment Defender Response Time • “Immediately” per pro-forma for Non-Firm Hourly • Per existing NAESB Standards, Non-Firm Hourly has either a 5 minute or 30 minute Customer Response Time, based on the time frame requested (Current Day or Day Ahead) • Has been some interest in more than 5 minutes for Current Day

  10. WEQ-OS Non-Firm Assignment Tier 3 vs Tier 4 or Tier 5; Tier 4 vs Tier 5 preemption mechanics Recommendation to follow direction from NT Assignment

  11. WEQ-OSNon-Firm Assignment Assignment Progress update To the WEQ-OS September 17, 2013 That’s All, Folks! Thanks for your input!
