Support in implementation of the Law on Integrated Prevention Pollution and Control The Law on IPPC was adopted at the end of 2004 Six bylaw drafts were adopted in 2005 and 2006 Three bylaw drafts are in preparatory phase (to be adopted in six months) Deadline to obtain IPPC permits is 2015 Department for IPPC formed in Ministry of Environmental Protection (provides 8 working places and 5 are filled by now) In the preliminary list of IPPC installations there are 242 existing installations Not even one IPPC permit is issued until today nor application for it Only one simulation of issuing IPPC permit for Cement industry HOLCIM (Serbia)ad. In Popovac in the scope of ECBP-2003 and DHV Project

Application of BAT in Serbia • Cement industry (privatized, changing fuel, starting with an alternative fuel, installing filters, continuous monitoring of emissions, first installations that are in procedure of issue permit) Holcim *(Serbia)ad. – 6,5mil Eur • Metal industry (partly privatized, improvement of technology in the beginning) • Chemical industry (very bad situation, far from BAT requirements, except pharmaceutical industry) HIP Petrohemija -8mil Eur • Thermal power installations (installing electro filters and continual monitoring emissions, the biggest problem is emission of sulphur dioxide, very big investments for desulphuration process) EPS -90mil Eur invests in ecology • Waste management (accepted concept of project for 29 regional sanitary landfills)

Necessary help • Training of all levels authority employers, SEPA, SEPF and Provincial authority responsible for environmental protection (employees on issuing IPPC permit and inspectors) • Experience exchange in appliance of BREF document • Applying BAT documents in the procedure of issuing IPPC permit • Creating instructions for polluters • Training of employees in IPPC installations • Following up and applying BAT documents in installations • Efficient and effective system of communication and reporting • Possible improvements of existing laws and bylaws (changes and annexes) WE MUST prevent the pollution at the “end of pipe”!
