This Training Slide Show is a project undertaken by Lt Colonel Fred Blundell of the TX-129 Fort Worth Senior Squadron, Fort Worth, TX for local use to assist those CAP Members interested in advancing their skills. The information contained herein is for CAP Member’s personal use and is not intended to replace or be a substitute for any of the CAP National Training Programs. Users should review the presentation’s Revision Number at the end of each file name to ensure that they have the most current publication.

  3. What does the MSO do? • Conducts Safety Inspections • Conducts the mission safety briefing • Updates the Incident Commander on current or expected safety issues • Develops plans for safe operations • Briefs personnel on safety issues • Conducts mishap handling and reporting

  4. Safety Inspections Always apply Operational Risk Management to all aspects of the mission The Mission Safety Officer • Facilities • Confirms emergency phone numbers are posted • Briefs evacuation plan during safety briefing • Briefs and marks hazards - fixes if possible

Safety Inspections(Continued) • Vehicles • Reviews safety inspections – assures they are in safe operating condition • Ensures Operators are prepared and familiar with their assigned vehicles • Aircraft • Reviews safety inspections – assures they are in safe operating condition • Ensures crews are prepared and familiar with their assigned aircraft

  6. Safety Inspections(Continued) • Personnel • Ensures crews have had adequate rest (ORM) • Ensures Adequate equipment has been assigned for required tasks • Ensures crews and teams understood their mission briefings Don’t ignore visitors

Updating the Incident Commander • Don’t be afraid to bring safety issues to the attention of the Command Staff, and ultimately the Incident Commander • If you can handle it yourself, and it won’t interfere with operations, go ahead and do it • Realize that you may not be able to cover everything, but with practice and prior planning you will have safer operations in the long run

Safety Plans • Ensure that all mission personnel know the risks they could be exposed to like: • Runways / roadways in need of repair or under construction • Weather • Develop and coordinate a written and posted plan for dealing with major safety issues. • Incorporate it into the overall Incident Action Plan

Brief Safety Issuesto Mission Personnel • Give daily safety briefings and brief at the beginning of each operational period • It tells everyone who the Safety Officer is • It reinforces individual / crew / team briefings • Make it positive, upbeat, and quick • Enthusiasm helps • Hit the major issues (Crew rest, danger areas,...) • Don’t hold the crews up any longer than necessary

Handling andReporting Mishaps • Be familiar with the Mishap Reporting System within the eServices Safety Management System • Follow guidance in CAPRs 62-1 and 62-2 for reporting and investigating accidents • Don’t start formal investigation without prior coordination with HQ CAP/GC • Major incidents or accidents will normally be formally investigated by the HQ CAP and HQ CAP-USAF Safety Officers in conjunction with the NTSB
